The Socialist Republic of Viet Nam has received financing from the World Bank toward the cost of the New Model University Project and intends to apply part of the proceeds for consultant services for construction of the new campus of the Vietnamese – Germany (VGU) in Binh Duong province, Vietnam.

The consulting services ("the Services") include:

The Quantity Surveyor Consultancy services includes the cost review and cost planning at all stages of the design development of the new Campus VGU and its facilities for: Preparing the bill of quantities, reviewing the drawings and specifications of all consultants and Contractors shop drawings and specification, undertaking financial preliminary and comparative studies, financial review of the technical and quality evaluation of the construction and co-ordination between consultants and client.

The appointed Consultant must provide the service during the expected period from 04/2013 till 11/2017 in all planning stages according to the Vietnamese building law, including the service for closing down the project.
The Project Management Unit of New Model University Project, Ministry of Education and Training now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
a) Eligibility: The consultant will be selected under the criteria at the Word Bank Guidelines clause 1.11 for the Eligibility. Any conditions for participation shall be limited to those that are essential to ensure the firms capability to fulfill the contract in question.
b) Technical performance potential: brochures, documentation, description core business and years in business, qualification in the field of the assignment, technical and management organization, general qualification and number of key staff, CV for proposed key staff, performance experiences including experience in similar assignment, experience in similar conditions, availability of appropriate skill staff;
