    Portsmouth City Council (the 'Council') wishes to procure a multiple contractor framework agreement for the design, supply & installation of mechanical plant & associated works.
    A minimum of 8 contractors and a maximum of 12 contractors will be appointed a place on the framework. The set-up and on-going management of the framework is being led by the Council's Housing and Property Service.
    The Council estimates that the framework may be used to let approximately GBP 750 000 - GBP 1 500 000 of work per annum. The lesser value of works quoted is based upon the Council's estimated requirements whilst the higher value is based upon the estimated requirements of the Council plus those of the other contracting authorities who will be able to access the framework agreement. Spend may exceed GBP 1 500 000 per year in the event of significant external funding becoming available.
    Individual contracts let via the framework agreement will range in value from approximately GBP 25 000 to GBP 500 000, although there may be occasions where the upper value is exceeded. All contracts will be let via a mini-competition process.
    The deadline for submission of requests for clarification is 22.10.2014 23:59 with the deadline for tender submissions following on 29.10.2014 15:00. The Council is aiming to have awarded the framework by 5.1.2015 with a commencement date of 1.4.2015.
    Once operational the framework will be open for a maximum duration of four years during which time the Council, and the additional neighbouring contracting authorities stated below, will have the facility to utilise the agreement. The set-up of the framework will place no obligation on the Council or the neighbouring contracting authorities to use the framework agreement.
    The framework agreement will be available for use by members of the Portsmouth Regional Procurement Partnership (PRPP) plus East Hampshire District Council (EHDC). The PRPP is made up of the following members:
    — Portsmouth City Council
    — Havant Borough Council
    -— Fareham Borough Council
    — Gosport Borough Council
    — University of Portsmouth
    — NHS Portsmouth - trading as Solent Supplies Team (and its successors in title)
    — Portsmouth Hospitals NHS Trust - trading as Solent Supplies Team (and its successors in title)
    A bidders briefing will be held on Tuesday 23.9.2014 09:30 - 12:00 at Chaucer House, Ground Floor Room 1, Isambard Brunel Road, Portsmouth, PO1 2DR. Interested contractors must book places via the In Tend system no later than Thursday 18.9.2014 16:00. Places will be restricted and will be allocated on a first come first served basis.

    The framework agreement will primarily be used to let contracts for the delivery of design, supply & installation of mechanical plant and associated works required at residential, educational and commercial properties.
    Each contract let via the framework agreement will differ in scope; however the general scope of works covered under the framework agreement includes for, but is not limited to, the following:
    — Supply and installation of mechanical plant and associated electrical services.
    — Boiler and heating
    — Domestic hot and cold water
    — Natural and mechanical ventilation systems.
    — Renewable and low energy technology
    — Contractor design systems such as building management systems and automatic control systems.
    In establishing the framework the Council is inviting bids against a dummy school heating replacement project. A complete specification, associated documentation and pricing schedule are included within the tender pack.
