    Aufgabe
    Bergen municipality shall prepare an area development plan for Smålungeren. We require a consultant team for assistance with the planning work up until the 1st political discussion of the plan proposal.
    The primary function in the planning work is a car park under Smålungeren as a replacement for "Bygarasjen". The main aim is to allow for increased use of a central town area, where the preservation of cultural heritage values in buildings and parks is combined with an improvement in the water environment and new exploitation of the underground areas. There shall also be clarification on whether areas within the Town Hall block and the Lysverksbygget can be developed.

    Phae 1: Plan basis: Registration, analysis and presentation of basic premises in accordance with the review programme. Idea collection, creative programming and problem solving and development of various alternatives for evaluation.
    Phase 2: Plan proposal up until the 1st discussion.
    The plan documents and impact assessment shall be prepared in close cooperation with the contracting authority.
    The following shall be submitted:
    — Plan chart as construction data in SOSI level 4 in accordance with the current standards and guidelines.
    — Plan regulations.
    — Plan description with an impact assessment and cost estimate.
    — Risk and vulnerability analysis (in accordance with the method and acceptance criteria adopted by the town council in 20.3.2013 — ref. no. 54/13).
    — Illustration plan, 3D model and 3D illustrations that describe the measures (40 of which 10 in prepared presentation edition)
