Section II: Object of the design contest/description of the project

II.1) Description

II.1.1) Title attributed to the design contest/project by the contracting authority/entity:
Design contest: New City Hall in Sandnes.

II.1.2) Short description:
Open design contest for a new City Hall in Sandnes. The design contest is carried out in co-operation with Norske arkitekters landsforbund (NAL) (the National Association of Norwegian Architects) The new City Hall shall contain the municipality's core activities and joint functions which includes approx. 350 office accommodations. The gross area is 11 285 m². The site is located in the Havneparken Sandnes which is a pilot area in the Future's cities. The municipality wishes to establish a new City Hall for Sandnes municipality in accordance with the guidelines given in the building owner's ambitions to the project.

The following criteria are emphasised when the solutions are evaluated:
a) Architectural design:
— How the draft express a vision for Sandnes and an identity for the City Hall.
b) Availability:
— User friendliness for both employees as well as the general public.
— Good facilitation on the ground floor for the general public activities during evenings.
— Universal design.
c) Area efficiency:
— Multi utilisation of rooms.
— The location of technical units and guidelines thereof.
d) Area flexibility and users' needs:
— Flexibility in relation to future re-organisations/alterations.
— Low costs for altered floor plans.
e) Energy and Environment:
— Potential for achieving the objective for passive house standard and low greenhouse gas emission.
f) Feasibility:
— Adaptation for rational construction systems.
g) Costs:
— Cost-effective solutions in relation to conditions in the stated budgetary frame with a view on LCC (Life Cycle Costs).

A site inspection will be held for all the participants in the design contest. Participation is not mandatory. The site inspection will start with a meeting 7.11.2014 (12:00) in Sandnes Kulturhus (Sandnes Cultural Centre). After the meeting, a site inspection will be arranged with the contracting authority's representatives present. Those who wish to participate are asked to notify this to Ivar Strand within 31.10.2014, at the latest.
Deadline for questions is 1 week subsequent to the site inspection — 14.11.2014.
Jury secretary, Per Rygh, architect MNAL, Norske arkitekters landsforbund (NAL) (the National Association of Norwegian Architects).
When it comes to the consecutive contract award, the Jury has recommending authority, only, towards Sandnes municipality.
