    1. Subject of the Open Call
    1.1. The object of the competition is creating conceptual art solution for the appearance of mosaic concrete canvases by architectural drawings for Skanderbeg Square in Skopje.
    2. Conditions for Creation of the Subject of Procurement
    2.1 The conceptual design for the mosaics should be prepared for the entire surface (according to the architectural drawings attached) and should represent a modern and original art and artistic expression which will contain elements of the figure of Skanderbeg, and in itself can include signs or symbols of the historical context.
    2.2 The artistic solution should fit thematically and aesthetically in the existing and planned architectural solution of the square.
    2.3 Proposed solutions are for making mosaics, such as coating the parts of reinforced concrete walls, the bed of the fountain (waterfall) and the horizontal part of the reinforced concrete slab in the upper plateau of Skanderbeg Square — Phase 2. The mosaic is made of small granite and marble pieces.
    2.4 The bill should be individually made for each element — Concrete Canvas (according to the architectural drawing attached), with a total working area of 630 m², including:

      3. Instructions and Recommendations for Preparation of Contest Works
      Besides general criteria laid down in the competition, it is necessary to consider some important elements in making the design of the mosaic. In creating of the design solutions, following five elements shall be respected: conceptual nature, the thematic content, language style, aesthetic values and the technical feasibility of the solution.
      Conceptual characters: The conceptual nature dictates that the solution fits and corresponds to the architectural complex by its design, and technically and esthetically and organically to establish a natural and immediate visual communication with the audience and to inject a new spirit in concentration and meditation of the recipient (the viewer — the audience).
      Thematic content: The content of the subjects is an important element for the solution. Therefore, the thematic ratio of the former to the present historical context shall be taken into consideration. It shall involve fine thematic narration dedicated to the life and work of Skenderbeg, to rely on documented and verified historical facts. Among other features, it would be desirable to emphasize human virtues of character Skanderbeg.
      Language Style: From the stylistic choice of the author depends the carrying manuscript expression in the creation of the work of art. Therefore, it is necessary to avoid mosaic stereotypes such as: repetition, imitation, illustration, etc. Also, it is necessary for old models to not be copied, in order in order for the mosaic to not become a vehicle for propaganda purposes, such as the model of socialist realism during the communist era, but to serve the artistic enrichment of the environment. This should be achieved through more modern stylistic approach to the creation and realization of the mosaic. All this means, that the solution in the expression shall contain more appropriate and more modern aesthetic and artistic vocabulary. Through the mosaic image (matter, gesture, vision, idea), a vocabulary shall be build (text and story), suited to the more contemporary style and fine communication.
      Since the authors are forced to respect the harmony (a principle present in the classical, ancient and medieval mosaic), primarily they have to take care to preserve the modern spirit of the mosaic. This means that the performance style should match the (post) modern philosophy of artistic expression. Furthermore, it should correspond to the mental structure and culture of the population and the area itself and the areas beyond.
      The role and purpose of contemporary mosaic art is to allow enrichment of space, but also to give a sense of research and experimentation promoted the concepts of sensibility and ideas. So, with the full mosaic solution, the disclosure of the physical and conceptual integrity of the cultural identity of the architectural whole shall be boosted, but also to the environment where the complex is located.
      Aesthetic values: Aesthetic value should mean the level of artistic quality of the mosaic. Originality, innovation and creativity are some of the elements of which will depend the duration of the art — aesthetic values of the design as art. But to be aesthetically persistent, the mosaic should contain the following few values: comfortable, pleasant, vibrant, positive, spiritual and moral, expressed through the beautiful, good and true.
      Technical feasibility: Artists should consider the feasibility of the solution, which means that the design in the technical performance should in general preserve the artistic idea and message. Therefore it would be desirable for the realization of the design — Solution in advance to be certain the technique of the mosaic of whom would be acceptable:
      — opus tesselatum — composed of little stone squares (not always the same size), and among the squares the connecting material is not visible (joints etc.)
      — opus vermiculatum — composed of smaller squares; closely connected, so that the edges and the interspace between them are barely visible. The squares are mainly the same size and are made of stone, glass or glazed ceramic pieces.
      Also, it is important to keep another important element, and that is the economics of the decision itself. This implies taking care of the amount of financial price for the performance of the opinion itself and for the price during its subsistence.
      In conclusion, we remind all interested artists, that they shall find such art solutions, that, conceptually, thematically, stylistically, aesthetically and technically match the requirements of the project developer, but are also in line with the opportunities offered by the project itself.
      Mosaic is not only a message but a common cultural good which is identified as a general artistic and cultural value.
      4. Manner of Submission of the Labour
      4.1 It is necessary for the enclosed solutions to provide an appropriate scale (1:50, 1:20.....).
      4.2 The artistic solution should be accompanied by enclosed textual description of the content and methodology of performing of mosaics.
      4.3 Proposals should also be submitted in electronic format (scanned) on CD.
      4.4 The competition works for conceptual solutions shall be delivered in a sealed envelope on which should be written ‘Contest. No. 05-785/ 2015’ and password of up to five characters (letters or numbers), and marked with ‘Do Not Open’. It takes all of the articles are marked with the reference number in the lower right corner with the same code in the upper right corner. With the design should be attached a list of the articles with reference number.
      4.5 It is necessary for all of the attachments to be designated with a reference number in the lower right corner with the same code in the upper right corner. A list of the attachments with the reference numbers shall be attached with the conceptual solution.
      5 Competition Conditions
      5.1. The competition materials and all correspondence relating to the competition shall be written in Macedonian, Albanian or English.
      5.2. The competition is open and anonymous. In the competition domestic or foreign individuals and entities can participate.
      6. Minimum Requirements for Determination of Capability
      6.1 To qualify as capable and demonstrate their ability the participants shall submit the following evidence:
      — Statement of the participant that in the last 5 years he was not granted an effective sentence for participation in a criminal organization, corruption, fraud or money laundering and CV.
      7. General Selection Criteria
      a. General criteria for selecting the solution are as follows:
      a. Conceptual solution that fits within the content and requirements of the announcer;
      b. Originality and innovation of the design;
      c. Feasibility of the solution:
      — Artistic and aesthetic values
      — thriftiness
      8. Labor Evaluation
      8.1. Proposals are evaluated by a jury, which will perform a qualitative evaluation of the received proposals. The Mayor of Chair, based on the report of the jury-committee will make the final decision on the selection of conceptual art and graphic solutions for both denominations.
      8.2. The jury reserves the right not to award the prize at the competition, if it considers that the proposed solutions do not meet the required characteristics.
      8.3. The members of the evaluation committee, have no right to participate in the competition.
      9. Prizes and Redeems
      9.1. Best Conceptual art solutions will be ranked and will be financially rewarded and redeemed as follows:
      — I prize (a prize in the amount of 300 000 MKD)
      — II prize (a prize in the amount of 100 000 MKD)
      — III prize ( a prize in the amount of 60 000 MKD).
      9.2 The authors of the awarded and purchased labours, Municipality of Cair will contract for the purchase of the rights of the works or transfer of copyrights necessary for their further use by Municipality of Cair.
      9.3. Awarded and purchased designs become the property of Municipality of Cair.
      9.4. The author of the selected design art solution agrees, if necessary, to make certain repairs of the design.
      10. Deadline for Submission of Labour
      10.1. Deadline for submitting the labor is 1.9.2015 until 12:00, in the archives of Municipality of Cair — Skopje.

      11. Final Provisions
