    The State of Bahia signed on May 31, 2016 a loan agreement with the International Bank for Reconstruction and Development (World Bank) and requested another loan from the European Investment Bank (EIB) for the implementation of the Bahia Road Rehabilitation and Maintenance Project, 2nd Phase (PREMAR2), planning to apply part of the proceeds of these loans for consulting services. PREMAR2 includes: (i) rehabilitating about 4,200 km of paved State highways; (ii) treating about 1,500 critical points on feeder roads spread out in 98 municipalities within the state of Bahia and (iii) spot highway infrastructure improvement aiming at improving road safety, on about 300 km of State highways. The executing agency will be the Secretariat of Infrastructure of Bahia State (SEINFRA).

      The State of Bahia signed on May 31, 2016 a loan agreement with the International Bank for Reconstruction and Development (World Bank) and requested another loan from the European Investment Bank (EIB) for the implementation of the Bahia Road Rehabilitation and Maintenance Project, 2nd Phase (PREMAR2), planning to apply part of the proceeds of these loans for consulting services.       The consulting services (“the Services”) consist in preparing of engineering designs for roadworks aiming to improve critical points on feeder roads, spread out in Publics Consortiums as below:

      • Group I – Consortium PORTAL DO SERTÃO (14 Municipalities);

      • Group II – Consortium BACIA DO JACUÍPE (14 Municipalities);

      • Group III – Consortium VALE DO PARAMIRIM (14 Municipalities);

      • Group IV – Consortium DO SISAL (20 Municipalities).

      Critical points works improvement will typically include: replacing existing wood bridges by standardized concrete bridges, constructing/replacing culvert and other superficial drainage, constructing fords and similar works.

      SEINFRA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) demonstrated experience in preparation of roads engineering design, for roadworks as much as possible similar to the ones considered in this assignment; (ii) experience in Brazil.

      The attention of interested Consultants is drawn onto paragraph 1.9 of the World Bank's 2011 edition of Guidelines: Selection and Employment of Consultants under IBRD Loans by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

      Consultants may associate with other firms in the form of a joint venture to enhance their qualifications.

      A Consultant will be selected in accordance with the Least-Cost Selection (LCS) method set out in the World Bank’s Consultant Guidelines.

      The Expressions of interest must be written in English, Spanish or Portuguese. Shall not exceed the limit of 100 pages.
