GOVERNMENT OF CROSS RIVER STATE OF NIGERIA MINISTRY OF SOLID MINERALS DEVELOPMENT, CALABAR 4th January, 2017 EXPRESSION OF INTEREST FOR THE ENGAGEMENT OF ENVIRONMENTAL IMPACT ASSESSMENT (EIA) CONSULTANTS FOR THE ESTABLISHMENT OF CEMENT FACTORY AND DEVELOPMENT OF 3NO. QUARRIES IN CROSS RIVER STATE (EOI. NO 1, 2017) 1.0 BACKGROUND His Excellency, Sen. (Prof.) Ben Ayade, Governor of Cross River State has granted approval for the recruitment of Environmental Impact Assessment Firm to carry out Environmental Impact Assessment for the establishment of Cement Factory and development of three Quarries in the State. In compliance with the Cross River State Public Procurement Law No. 1 of 2012, the Ministry of Solid Minerals Development hereby calls for Expression of Interest (EOI) from reputable, competent and interested Environmental Impact Assessment Firms for the above mentioned Assignments. 2.0 SCOPE OF THE ASSIGNMENT: The scope shall include: Assessment of Impact on 1. Public Health/Socio-Economic environment 2. Aquatic environment 3. Wildlife 4. Groundwater 5. Meteorology (Noise/Vibration pollution) 3.0 QUALIFICATION REQUIREMENTS: i. Evidence of incorporation with Corporate Affairs Commission (C.A.C) ii. Evidence of Professional qualification of key personnel to be deployed to render the service iii. Evidence of current practice license for professional personnel iv. Evidence of experiences on similar service executed in the past v. Registration with the Cross River State Due Process and Price Intelligence Bureau in the relevant category. vi. Evidence of financial capability/Bank support vii. Firm’s audited accounts for three (3) years (2013-2015) viii. Evidence of Tax Clearance Certificate for the past three (3) years (2013-2015) ix. VAT Registration Certificate.. x. Any other information that may enhance the Consultants’ responsiveness. 4.0 SUBMISSION OF EOI DOCUMENT: Two (2) sets of “Expression of Interest’ (EOI) documents in Hard and Soft (electronic) copies should be submitted in an envelope marked “Expression of Interest for the Recruitment of Environmental Impact Assessment Firm to carry out Environmental Impact Assessment for the establishment of Cement Factory and development of three Quarries in the State” and delivered either by hand or Courier Service to reach the address stated below within two (2) weeks from the date of this publication and in any case not later than 12 noon on Wednesday, 25th January, 2017. Public opening of the EOI shall be conducted on Wednesday, 25th January, 2017, at 12noon. Late submissions shall be rejected. NOTE: • The Ministry of Solid Minerals Development reserves the right to verify all claims submitted in the EOI documents and it shall deal with only authorized Officers representing the EIA Firms • This is not an award of contract. Request for Proposal (RFP) shall be sent to only shortlisted EIA Firms who are successful in the EOI. • The cost of preparing the EOI shall solely be the responsibility of the EIA Firms. Signed Rt.
