CONSULTANCY SERVICES FOR DETAILED DESIGN & CONSTRUCTIONSUPERVI SION OF IMPROVEMENTS TO PUBLIC PARKS AND URBAN MARKET PLACE IN JAFFNA

The Government of Sri Lanka has received financing from WorldBank towards t he cost of Strategic Cities Development Project (SCDP). As per the need for the selected development interventionsfor Jaffna City, Ministry of Megapolis & Western Development intends to procure Consultancy Services for Detailed Design &Construction Super vision of Improvements to Public Parks and Urban Market Place inJaffna.

The proposed con sultancy services required landscaping, architecture, publicspace design, and engineering detailed designs required for the impleme ntation of rehabilitation, development and enhancement ofselected public spaces including open space surrounding the Dutch Fort (Fo rt Park) and the adjoining urban marketplace, LagoonFront Park (Stages 1 and 2), Old Park (located adjacent to the Old Kachcheri Bu ilding), Sangiliyan Park, and neighborhood parks(Rasavinthoddam Road, Russell Square, and Beach Road). The detailed designs will in clude landscape design, urban design, publicspace design, walking and cycling paths, urban furnishing, accessibility, public amenit ies, play equipment, lighting, signage,drainage/storm water management, and sanitation/waste management.

The scope of theConsultancy Services comprises of :

Carrying out the detailed designs asper the above scope andpreparation of all bidding documents to procure the construction contracts.
Preparation of bill of quantities and costestimates.
Construction supervision and contract administration of civil works contracts.

Ministry of Megapolis & Western Development now invites eligible local/internationalConsultants with proven experience in detailed design and construction supervision expertise in all aspects of the above referred asssignmen Consultas.

Interested Consultants must provide information indicating that theyare quali perform the services and should submit; (a) company profiles, qualifications of board members, brochures, etc. (b) listof similar p rojects completed over the last 5 years, along with the size of the associated consultancy contracts in man month andUS Dollars equ ivalent terms. (c) audited financial accounts for last 5 years and (d) availability of other resources and newtechnology, etc.

Consultants may associate to enhance their qualifications. Please notethat a firm /organizat ion is allowed to participate in only one proposal as a sole consultant, joint venture partner or a sub– consultant.

A Consultant will be selected following Quality-Cost BasedSelection (QCBS) method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment ofConsultants by World Bank Borrowers 20 11 Edition.
