This Invitation for Expressions of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD’s website (www.ebrd.com) on 6 October 2016.

The State Communal Enterprise Kostanay Su (the “Company”), a municipal water supply and waste water disposal utility of the city of Kostanay (the "City") in the Republic of Kazakhstan, entirely owned by the City Akimat, has received a loan from the European Bank for Reconstruction and Development to finance and support the rehabilitation and upgrade of the water and waste water infrastructure in the City.

The Company intends using the proceeds of a loan from the EBRD and of the City budget towards the cost of Contract № КWP-9 for Procurement and Installation of GIS and hydraulic modelling for water supply and waste water systems in the City.

The assignment will include the following key works for the City water and waste water systems:

a) Collection, evaluation and processing of the initial data;

b) Development, testing and verification of the software for the development of electronic models of the existing water supply and waste water disposal systems;

c) Development of criteria for assessment and upgrading of the existing networks and development of the hydraulic model alternatives matching these criteria.

The Company is seeking to engage a qualified Consultant to assist in whole complex of works for hydraulic modelling of water and waste water systems in the City of Kostanay.

Assignment Start Date and Duration: it is anticipated that the assignment will start in April 2017 and will have an overall duration of approximately 7 months.

Eligibility: There are no eligibility restrictions

Consultant Profile:

The Consultant should be a firm or a consortium of firms with substantive experience and knowledge of water and waste water sector:

a) Expertise and experience in implementation of electronic models and hydraulic simulation of water supply and waste water systems,

b) Expertise and experience in performing similar work in countries with conditions comparable to Kazakhstan

The Consultant's expert team is expected to include key experts as follows:

i. Project Manager/Water and/or waste water Engineer;

ii. Water and/or waste water Engineer;

iii. Software, GIS and Automation Engineer Specialist;

iv. Hydraulic Engineer;

v. Electrical/Automation Engineer

The proposed experts should have at least 10 years of general experience and 5 years of experience for the position for which they are proposed.

Submission Requirements:

Interested consultants are hereby invited to submit expressions of interest. In order to determine the qualifications and competence of consulting firms seeking to be shortlisted, the information submitted should include the following:

• brief overview of the firm/group of firms including company profile, organisation and staffing;

• details of similar experience of firm or group of firms and related assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by the Consultant in case of association of firms or subcontracting, main activities, objectives;

• CVs of key experts who could carry out the assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

The above information should not exceed 25 pages (excluding CVs).

One original and two copies of the expression of interest, in English and in Russian, shall be submitted to the Client in an envelope marked “EXPRESSION OF INTEREST for Kostanay Water Project - Procurement and Installation of GIS and hydraulic modelling for water supply and waste water systems to reach the Client not later than 10 March 2017 at 15:00 Kostanay time.
