REQUEST FOR QUALIFICATIONS FINANCE, DESIGN, DEVELOPMENT, CONSTRUCTION AND OPERATION SERVICES FOR THE NEW LIBRARY COMPLEX RFQ NO. 860-17-3

The City of Riviera Beach is accepting sealed bids/proposals from qualified firms to furnish the goods and/or services identified in the specifications document.


Scope of Work: The purpose of this Request for Qualifications (RFQ) is to solicit Statements of Qualifications from qualified and experienced firms interested in a Public Private Partnership for the financing, design and construction of a new Library Complex. Firms must have the capacity to provide long-term financing, design and construction services necessary for the construction of the new Library Complex. The City of Riviera Beach hereinafter referred to as “City” will be utilizing the Design-Build method of contracting for this project. The long-term financing, design and construction services for the project are hereinafter referred to as the “Project.” The term “Proposer” as used herein includes a firm or firms, consortia, partnerships, joint ventures and others. The City will use a two-step process to select a Proposer with which to execute a contract for this Project. This RFQ represents the first step in the process. After evaluations and scoring of responses to this RFQ, the City can invite Proposers to give an oral presentation. In the event less than three proposals are received, the City may choose to not invite proposers to give an oral presentation. The second step in the process will be to receive a Performa, technical proposal and cost proposal from each of the selected Proposers. The selected Proposers will be asked to submit a more detailed qualifications in response to the RFQ. Information about the format, contents and evaluation criteria for the responses to this RFQ will be provided in this subsequent Request for Qualifications. Upon evaluation of the qualifications, the selection committee will recommend to the City Council of the City of Riviera Beach a Proposer for contract award and execution.

A Mandatory Pre-Proposal Conference will be held Wednesday, February 15, 2017, at 10:00 a.m. Local Time
At City of Riviera Beach Purchasing Department, 2051 MLK Blvd, Suite 310, Riviera Beach, FL 33404.

Due Date/Time: 3/14/2017
City of Riviera Beach  must receive bids no later than said date and time.
