This Invitation for Expressions of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website on 6 October 2016.

The State Communal Enterprise Taraz Su (the “Company”) signed a Loan Agreement with the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) for co-financing an investment program on modernisation of water supply system in the city of Taraz, Republic of Kazakhstan. The Bank intends using the proceeds of the loan towards the cost of Development of the Water Supply Network Efficiency Improvement Plan under the Taraz Water Project.

The overall objective of the assignment is to prepare a plan for improvement of water supply networks efficiency in the city of Taraz, including development of recommendations on options for networks’ modernisation, optimisation of the operating modes of pumping stations, proposals on arrangement of pressure heads control and zoning of the water supply system. The recommendations shall be based on the results of the hydraulic modelling and the implemented geographic information system (GIS).

In order to meet the above objective, the Consultant is expected to implement the following tasks:

• preliminary analysis of available maps and geodetic data;

• development of digital maps of the water supply system;

• development and consequent calibration of a hydraulic model of the existing water supply system;

• setting of criteria for assessment of efficiency and development of basic approaches to modernisation of the existing systems;

• development of proposals on the arrangement of pressure heads control in water supply networks, including determination of control locations, methods, parameters of necessary metering equipment, procedures of measurements, data storage and displaying;

• zoning of water supply system by consumption (outlining zones of metered consumption);

• proposing options of network modernisation and recommendations on the preferred one;

• development of recommendations aimed at improvement of efficiency of the water supply system in the city of Taraz.

The assignment is expected to start in QII 2017 and has an estimated overall duration of nine months.

The assignment will be funded from proceeds of the EBRD loan and local funds. Consulting firms from all countries are eligible for shortlisting and selection.

Interested firms or groups of firms are hereby invited to submit expressions of interest.

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:

Consultant Profile:

The Consultant shall present a brief overview of the firm/group of firms including company profile, organisation and staffing with previous project experience related to:

• development of digital maps and hydraulic modelling of water supply/waste water systems;

• similar assignments in the regions with the climate conditions similar to ones in the Project area.

The Consultant's team shall include at least the following key experts with a technical, engineering, hydraulic modelling and water/waste water system analysis skills and with at least 10 years of general experience and 5 years of experience for the position for which they are proposed:

• Project Manager;

• Water Engineer;

• GIS Specialist;

• Hydraulic Engineer;

• Electrical/Automation Engineer.

Details of Experience:

The consultant shall provide details of experience on similar assignments undertaken in the previous five years, including information on contract name, objective, value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert inputs provided, main activities.

CVs of Staff:

The consultant shall provide CVs of key experts available to work on the assignment detailing their qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on the budget and the objective of the assignment, contracting entity/client, project location/country, duration (mm/yy to mm/yy), provided inputs, and main activities.

The above information should not exceed 25 pages excluding CVs and contact sheet.

One original and two copies of the expression of interest in English, three copies of the expression of interest in Russian supported by the same in the electronic format (PDF), shall be submitted to the Client in an envelope marked “EXPRESSION OF INTEREST for Taraz Water Project – Development of the Water Supply Network Efficiency Improvement Plan” to reach the Client not later than 9 March 2017 at 15:00 local time. Late submissions will be rejected.
