The competition is for the procurement of a engineering design group manager. See the attached performance description in annex 1 for further details on the assignment.

The contract only includes an Engineering Design Group manager (PGL). An engineering design group (PG) shall be procured in a separate tender contest. The PGL and PG shall be independent and cannot be the same company. The tender contest for an Engineering Design Group (PG) will be completed first. If a tenderer is awarded this contract, this tenderer cannot be awarded the contract for an Engineering design group manager (PGL). Background:
KVU and KS1 were the decision basis for the city council matter 1088/16, in which a decision was made to implement the preliminary project phase for a new large city emergency doctor surgery. The documents indicate an investment need of approx. NOK 4 billion. Omsorgsbygg has the builder role (operative executor) in the project.
As Omsorgsbygg was not involved in the process before the KVU and KS1, Omsorgsbygg carried out an independent assessment in autumn 2016 of the matter's actual sides, with assistance from Metier AS.
Omsorgsbygg has, with assistance from Metier, prepared a governing document for the preliminary phase document. The governing document provides an overview of the central conditions i the project and shall clarify the project's aim, frameworks and prerequisites, see annex 5.
Omsorgsbygg would like to carry out the preliminary project phase in 2 stages:
— Stage no. 1 involves updating programme documents and carrying out a sketch document (with the subsequent new calculations and uncertainty analysis). This is to ensure a sufficiently ‘mature’ project before the engineering design services are started at preliminary project level. This is planned to be carried out in the 3rd quarter of 2017.
— Stage no. 2, with ordinary preliminary project work, starts, according to the plan in the 4th quarter of 2017, with the expected completion during the 3rd quarter of 2018. When the preliminary project, including the governing document for the construction phase, has been prepared and KS2 has been carried out, a decision can be made on commissioning the construction phase.
The completion date in the KVU document is set to 2022. Omsorgsbygg considers that 2023 is now more realistic than 2022, based on the current uncertainty regarding, amongst other things, the development process. However, if the development work can be done quicker than what Omsorgsbygg assumes in this first analysis, the completion date can also be earlier.
