    Aufgabe

    1. Development of the Technical Design for the upgrade of the RAWPP;

    2. Development of the Technical Design for the upgrade of the RAW Storage, handling and transport facilities;

    3. Update of Safety Analysis Report for the Facility;

    4. Support to the Client in establishing licensing requirements for the Facility through the Client's interfaces with regulatory authorities and other public institutions.

    The upgrade shall conform to the functionality and interfaces required for the successful decommissioning and dismantling of a Nuclear Power Plant.

      This Invitation for Expressions of Interest follows the updated General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website dated 20th January 2017.

      Background:

      The modernisation of radioactive waste management capacities to receive, process and store waste from decommissioning is one of the most important conditions for the success of the decommissioning programme of Kozloduy KNPP Units 1 to 4, which requires the upgrade of the Radioactive Waste Processing Plant (RAWPP) and Radioactive Waste (RAW) storage, handling and transport facilities (hereinafter called “the Facility”) at “Specialised Division RAW Kozloduy”.

      Assignment description:

      State Enterprise Radioactive Waste (SERAW) intends to use proceeds from the KIDSF grant towards the Consultancy Services to support the upgrade of the Facility. It is envisaged that the assignment will include the following tasks:

      1. Development of the Technical Design for the upgrade of the RAWPP;

      2. Development of the Technical Design for the upgrade of the RAW Storage, handling and transport facilities;

      3. Update of Safety Analysis Report for the Facility;

      4. Support to the Client in establishing licensing requirements for the Facility through the Client's interfaces with regulatory authorities and other public institutions.

      The upgrade shall conform to the functionality and interfaces required for the successful decommissioning and dismantling of a Nuclear Power Plant.

      Status of the Selection Process: Interested Consultants are hereby invited to submit expressions of interest.

      Assignment Start Date and Duration: The assignment is anticipated to start in August 2017 and is expected to last for approximately 10 (ten) months.

      Maximum budget available for the assignment: EUR 2,200,000 (Two Million, two hundred thousand Euros) (Exclusive of VAT) available for the assignment and shall be free from any and all taxes, customs duties or other fees or mandatory payments arising in, or as a result of, performance of services in the country of the Assignment (Bulgaria).

      Funding source: The contract will be financed by a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF).

      Eligibility: Consultant selection will be carried out in accordance with EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.

      Consultant Profile:

      The Consultant should be a company, or consortium of companies, able to demonstrate relevant experience in all areas needed for performance of the assignment described above, and which can specifically demonstrate experience and expertise in:

      • Preparation of Technical Design documentation related to processing and/or treatment and/or conditioning and/or handling and/or transportation and/or storage, and/or management and/or other tasks for Radioactive Waste (RAW) and/or Radioactive Materials (RAM);

      • Development of detailed layout models for installations, structures and equipment to be deployed within Nuclear Power Plants;

      • Preparation of Technical Design documentation required for modifications and/or installation and/or construction activities to be undertaken inside of the Controlled Areas of Nuclear Power Plants;

      • Development of methodology and procedures for Classification and Management of RAM required for segregation and streaming of primary and secondary waste arising from dismantling operations;

      • Knowledge of Bulgarian and/or European rules and regulations, applicable to Nuclear facilities;

      • Development of Health and Safety procedures related to Nuclear facilities;

      • Development of licensing procedures related to Nuclear facilities;

      • Development of Safety Analysis Documentation.

      Submission requirements: In order to determine the capabilities, experience and expertise of consultants seeking to be shortlisted in accordance with the requirements above, the information submitted shall include the following:

      • Cover letter including full contact details, including address of the company submitting the expression of interest, phone and fax numbers, email address of contact person;

      • Company profile, organisation structure and staffing, registry documents demonstrating continuity of ownership, history of litigation for the previous five years;

      • Financial data and records. Audited summary balance sheets and profit and loss statements or similar statements if profit and loss statements are not available, demonstrating turnover for the last 5 (five) years;

      • Details of relevant experience and successfully completed similar assignments requested in the Consultant Profile areas above, undertaken in the last 10 (ten) years, filled in as required in the template;

      The above information should not exceed 50 pages.

      One (1) original and two (2) numbered copies of the above information in the English language shall be submitted to SERAW in an envelope marked ‘Technical Design and Update of SAR for Modernisation of SD “RAW-Kozloduy” to receive and process decommissioning RAW (D-Project 48-1)’, to reach SERAW not later than 21 March 2017, 14:00 hrs. local Bulgarian time.

      Shortlisted firms will be formally invited to submit proposals following this invitation and will be requested to provide valid certificates to ISO 9000 and ISO 14000.
