Drammen Eiendom KF shall build a multi purpose hall at Brandengen school in Drammen. The project is to be executed as a turnkey project, and the total contractor shall engage architect, undertake design and construction according to the the specifications and descriptions given in the tender documents. The hall includes playing surface, locker rooms with showers, fitness room, kiosk / kitchen, various storage and cleaning rooms. Net area is approximately 1 700 m2.

Justification:
The development of Brandengen multi purpose hall is part of a major development of the area. This tender was first announced early in November 2016 as an open competition, but had to be canceled in January 2017. This has caused serious consequences regarding progress related to the expansion of the development of Brandengen school. The school expansion will accommodate 150-180 new students and must be ready before start of school in August 2019. the multi purpose hall must therefore be completed by mid-August 2018, otherwise it will have major practical drawbacks and extra costs for the municipality, as the students will have to be ‘repositioned’. This competition is therefore carried out as a negotiated procedure with deadlines according to urgent procedure, see national procurement regulations §20-4 ( 3).
