The Department of Health, through the General Appropriations Act CY 2016 intends to apply the sum of Ninety Five Million Pesos (Php 95,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement for the DESIGN & BUILD FOR THE PROPOSED DESIGN AND BUILD FOR THE CONSTRUCTION OF CANCER CENTER, WEST VISAYAS STATE UNIVERSITY MEDICAL CENTER, ILOILO CITY, IB NO. 2017-02-001I. Bids received in excess of the ABC shall be automatically rejected at bid opening. 

1. The DOH-RO VI now invites bids for the procurement of the above project. Completion of the Works is required by Four Hundred Eighty (480) calendar days. Bidders should have completed, at least one (1) year from the date of submission and receipt of bids, a contract similar to the Project (Design and Build). Similar contracts project will be defined as at least three (3) storey building for health care facilities, which includes specialty requirements from PCAB such as Plumbing & Sanitary Work (SP-PS); Electrical Work (SP-EE); Mechanical Work (SP-ME); Airconditioning (SP-AC); Elevator or Escalator (SP-ES); Fire protection Work (SP-SP-FP); Painting Work (SP-PN). The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 

2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “passed/failed” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) 9184, otherwise known as the “Government Procurement Reform Act.” 

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

Bidder shall have PCAB License in accordance to the Allowable Range of Contract Cost (ARCC) for General Building with a minimum Size Range of Medium A, Category B or above and/or a Proof for A Joint Venture for the Design and Build in case the contractor has no experience in the Design & Build Projects.

3. Interested bidders may obtain further information from the BAC Secretariat, DOH-REGIONAL OFFICE VI (DOH-ROVI), and inspect the Bidding Documents at the address given below during 8:00 A.M. to 5:00 P.M. 

4. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of FIFTY THOUSAND PESOS ONLY (Php 50,000.00)

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity -www.chd6.doh.gov.ph, provided that Bidders shall pay for the Bidding Documents Fee not later than the submission of their bids. 

5. The DOH will hold a Pre-Bid Conference on February 28, 2017; 1:30 PM., at Conference Room, 3rd Floor, DOH-REGIONAL OFFICE VI Main Building, Mandurriao, Iloilo City. 

6. Bids must be delivered to the address below on or before March 29, 2017; 9:00AM . All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. 

Bids will be opened in the presence of the Bidders representatives who choose to attend at Conference Room, Conference Room, 3rd Floor, DOH-REGIONAL OFFICE VI Main Building, Mandurriao, Iloilo City. Late bids shall not be accepted.

7. The DOH-REGIONAL OFFICE VI reserves the right to accept or reject any Bid, to annul the bidding process, to reject all Bids and may not award the contract without incurring any liability and make no assurance that a contract shall be entered into as a result of the bidding when the funds for the program/project activity has been withheld or reduced though no fault of the DOH-REGIONAL OFFICE VI at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
