    NMS wish to appoint a Quantity Surveyor (QS) to work with a Multi-Disciplinary Design Team to undertake the design and preparation of relevant information required in support of a Round 1 and Round 2 Heritage Lottery Fund (HLF) Application for Phase 3 of the NMoF Masterplan, and subsequent delivery of the project (subject to funding being obtained).

    This project is the third phase in the implementation of the 10 year planned capital development plan of National Museum of Flight launched in 2006. It involves the construction of a new entrance, orientation and exhibition building which will be designed to provide a home for the longer term preservation of 1 of our most popular aircraft, Concorde and the other aircraft currently located outside. This will enable us to enhance interpretation, display and significantly improve the visitor experience.
    The National Museums Scotland (NMS) wish to appoint a Consultant to provide Quantity Surveying services who will be required to work with NMS and the Professional Team to undertake the design and preparation of relevant information required in support of a Round 1 and Round 2 Heritage Lottery Fund (HLF) Application and subsequent delivery of the project (subject to funding being obtained).
    The successful QS shall provide project cost reports and advice together with standard QS services during the development of the design through to tendering and finally construction on site.

      The objective of the qualification process is to assess the responses to the ESPD and select Potential Providers to proceed to the next stage of the procurement.

      National Museums Scotland may disqualify any Potential Provider who:

      (i) Fails to comply with the requirements of Regulation 23 of the Public Contracts Regulations 2012 (as amended) and/or fails to certify in the ESPD that it has fulfilled these requirements;

      (ii) Fails to provide a satisfactory response to any questions in the ESPD or inadequately or incorrectly completes any question;

      (iii) Submit its completed ESPD after the deadline;

      (iv) Fails to meet any of the mandatory criteria described in this ESPD;

      National Museums Scotland has determined that the Restricted Tender procedure will be followed for this procurement. It is envisaged that 5 or 6 Potential Providers will be invited to pitch for each package of work, following analysis of the ESPD. The scores awarded will not be used in the subsequent selection process.

      All Potential Providers who are not selected for the initial Short List will be notified and given the opportunity for feedback.

      Information and detail which forms part of general company literature or promotional brochures etc. will not form part of the evaluation process. Marketing material should not be included.

      Short-listed contractors will be invited to attend an interview at the National Museum of Scotland,Chambers Street, Edinburgh. The Selection Board is drawn from senior museum officials.

      Potential applicants should be aware that erroneous or incorrect responses may result in their removal from the tender list(s). In the event that this is only discovered once invitations to tender have been issued, the candidate may be required to return the tender documents which will be deemed void. In the case where the error or misrepresentation is not discovered until after the contract is awarded, we reserve the right to terminate the contract and all costs incurred by us as a result of the termination shall be recoverable from the provider under the contract.

      The Freedom of Information (Scotland) Act 2002, which came into force on 1.1.2005, designates National Museums Scotland as a Scottish public authority and therefore subject to the provisions and obligations in that Act.
