* Memiliki kemampuan menyediakan fasilitas / peralatan / perlengkapan untuk melaksanakan pekerjaan jasa konsultansi ini, yaitu: a. Komputer PC (2 buah); b. Laptop (2 buah); c. Printer (2 buah); d. Mesin Photocopy (1 buah); e. Proyektor/Infocus (1 buah); f. Camera (1 buah); g. Kendaraan roda 4 (1 buah); h. Kendaraan roda 2 (1 buah).
* Menunjukkan Dokumen Asli atau Legalisir dari instansi yang mengeluarkan pada saat Pembuktian Kualifikasi
* Menyampaikan pernyataan/pengakuan tertulis bahwa badan usaha yang bersangkutan dan manajemennya tidak dalam pengawasan pengadilan, tidak bangkrut, dan tidak sedang dihentikan kegiatan usahanya
* memiliki pengalaman pada pekerjaan Pengembangan Sarana Transportasi Kereta Api atau Penyusunan Legislasi/Peraturan di Bidang Transportasi atau dengan total bobot penilaian sebesar 100%,terdiri dari: a. Pengalaman pada pekerjaan sejenis dengan bobot 45%; b. Kesesuaian besaran nilai pekerjaan sejenis yang pernah diselesaikan dengan nilai pekerjaan yang akan dikompetisikan dengan bobot 40%; c. Pengalaman Pekerjaan pada lokasi yang sama pada tingkat Kabupaten/Kota dengan bobot 10%; d. Domisili Perusahaan Induk dengan bobot 5%; e. jumlah a), b), c), dan d) sama dengan 100%.
