In 2014, North East Lincolnshire Council procured a study into the provision of a series of strategic highway links on the western outer periphery of Grimsby, North East Lincolnshire, in anticipation of a high-growth Local Plan. The study showed that a number of potential link roads may provide good value for money, while assisting in the accommodation of traffic growth due to increases in housing and industry.
The Council is now seeking a suitably qualified Consultant to produce an Outline Business Case for 2 of the strategic links as per the above study. This will consist of a link between the A1136 — A46, and subsequently from the A46 to the A16.

II.2.4)Description of the procurement:

The overall aim of the exercise is to explore the value of construction of a series of proposed strategic link roads. The target is to deliver a Green Book and WebTAG compliant ‘Outline Business Case (OBC)’ for 2 strategic link roads. The A1136 — A46 Link Road OBC should be aligned to funding for major schemes via Local Enterprise Partnerships, while the A46 — A16 Link Road should be consistent with DfT ‘Large Local Major Schemes’ funding process.
