An area development plan shall be prepared for Rønvikjordene i Bodø. The area development plan shall illustrate how the financial potential and the major values in the area, can be ensured and to the best possible degree be beneficial for the Nordland community. Businesses, public services, parks and agriculture shall be included as central elements of the plan. Other purposes can be assessed. The aim is that the area shall have good, environmentally friendly solutions and architectonic qualities that see to the area's function for framing the main access road to Bodø and the recreational values of Bodøelv.
The property comprises approx. 600 decares, of which approx. 230 decares are agricultural land and approx. 275 decares are productive forest. The property also contains several buildings. The area is affected by the new national road 80, which is being developed. Approx. 165 decares have been put aside for services, approx. 100 decares have been put aside for housing and commerce (businesses). Parts of the area are within the noise zone for the current airport. Noise from the new national road 80 must also be assessed as a part of the planning work.
A new airport in Bodø is included in the National Transport Plan, with completion 2025. Bodø municipality has started the planning and development of the existing airport area to a new smart district with a focus on the environment and innovation. We would like the development of Rønvikjordene to have equivalent requirements. Further clarification of this will be in the tender documentation.
Thematic assessments, alternatives, ideas and sketches shall be highlighted and illustrated until the content of the final plan is clarified.
Strategies as to how the development area is planned to be a part of a larger connection with the surrounding areas and the town, in particular in a long term and sustainable town development perspective, are of importance for the final design of the area. The purpose, plot division, the development's structure, height and density as well as outside areas, recreational areas, exits/roads/street network, parking areas, public communication, public transport, universal design and systems for pedestrians and cyclists etc. shall be a central part of the design of the area.
After the contracting authority has held a pre-qualification of 3 suppliers, they will be invited to participate in a competitive dialogue, in which the suppliers shall prepare a draft (feasibility study) that shows alternatives as to how the supplier envisages the area. The dialogue will otherwise be held in accordance with the procurement regulation's terms and the other detailed rules for the dialogue that are in the tender documentation.
The contracting authority will use the competition to highlight several alternatives in order to come to a decision. The municipal sector plan gives some frameworks, but not alle, and those that are given are also to be highlighted through alternative studies in the competition phase in the subsequent assignment. Suppliers shall highlight alternatives in a neutral (equal) way.
The draft shall form the basis for the final tender that shall be submitted in the competition.
The award decision will be made on the basis of the best relationship between price and quality and the award criteria stated in the tender documentation.
Architect, landscape architect and engineering professions shall be included in the assignment. The engineering professions are expected to cover traffic and road planning, environmental planning, energy, noise, geo-techniques/ground conditions, municipal engineering including water, sewage and sanitation), other infrastructure installations, preparation of a plan programme, any ROS analysis, assistance with relevant sub and theme reviews including an assessment of cultural memorial conditions, an assessment of agriculture, any advice to landowners about national road 80 (the site is under construction) as well as ongoing assistance/consultancy. Universal design and consideration to children and youths shall be ensured.
