Review with the Space Needs Committee current architectural plans of expansion of Police Department into the Town Office building *Continue to meet with Space Needs Committee to refine the design ideas and make revisions as necessary to both new Town Office and Police Department expansion *Prepare a Tabular Space Program for each component identifying current, and 10- and 20-year future space requirements *Prepare schematic sketches of possible Town Office layouts that reflect the space program discussion and complete the same for the Police Department *Prepare outline specifications of materials, finishes, structural modifications, mechanical and electrical and fire protection systems suitable for preliminary estimating and schematic plans and for final estimating and schematic plans *Prepare 2 space plan options for each portion of the project using Visio/CAD: o PD renovation/expansion with shared parking with the new Town Office o New two story Town Office building with shared parking *Select a preferred option for each major component and make final changes to space plans/diagrams to reflect user group input *Prepare preliminary and final drawings including: o Graphic site plans for both properties showing building footprints and parking for both proposed buildings o Floor plans o Building sections o Exterior elevations etc.

    • 1 REQUEST FOR PROPOSALS Town of Bristol, NH Architecture and Engineering Services The Town of Bristol, NH, is seeking written proposals from qualified providers interested in providing architectural and engineering services for a Town Office and Police Department project located at 230 and 254 Lake Street. Architectural Scope of Services  Evaluate and determine the feasibility of the 230 and 254 Lake Street locations for a Town Office and Police Department  Review the existing Town Office/PD facility drawings and site information  Measure existing Town Office/PD facility and create a basic 3D CAD Model  Prepare a Space Needs Questionnaire tailored to obtain information from the Space Needs Committee  Meet with Space Needs Committee to review in detail the proposed space program requirements. Review with the Space Needs Committee current architectural plans of expansion of Police Department into the Town Office building  Continue to meet with Space Needs Committee to refine the design ideas and make revisions as necessary to both new Town Office and Police Department expansion  Prepare a Tabular Space Program for each component identifying current, and 10- and 20-year future space requirements  Prepare schematic sketches of possible Town Office layouts that reflect the space program discussion and complete the same for the Police Department  Prepare outline specifications of materials, finishes, structural modifications, mechanical and electrical and fire protection systems suitable for preliminary estimating and schematic plans and for final estimating and schematic plans  Prepare 2 space plan options for each portion of the project using Visio/CAD: o PD renovation/expansion with shared parking with the new Town Office o New two story Town Office building with shared parking  Select a preferred option for each major component and make final changes to space plans/diagrams to reflect user group input  Prepare preliminary and final drawings including: o Graphic site plans for both properties showing building footprints and parking for both proposed buildings o Floor plans o Building sections o Exterior elevations 2 o Typical wall section o 3D models  Prepare changes to design if necessary to bring estimate in line with preferred construction budget  Begin preparation of Design Development and Construction Documents suitable for General Contractor, subcontractor and vendor bidding and construction  Continue to work with Space Needs Committee during this process to refine the designs and specifications for both buildings  Prepare Construction Documents package suitable for bidding or Construction Management (CM) proposals Engineering, Geotechnical, and Survey Scope of Services  Review both sites with Town’s civil engineer, review drainage concerns and prepare drainage plans, and conduct test borings for the properties  Commission and review property, topographic, and utility surveys for the two properties  Review and prepare an evaluation narrative for both lots (Updated CAD/digital format Survey provided by the Architect)  Collaborate with Space Needs Committee to review concept design issues for the two sites and provide a written narrative with suggestions for site development issues.  Review both sites with Mechanical, Electrical, Plumbing and Fire Protection (MEP/FP) engineering team  Review and prepare an evaluation narrative for the existing Town Office/Police Department  Prepare a narrative of potential/recommended MEP/FP systems for the new Town Office  Review concept budget and provide input  Prepare final budget Cost Estimation Scope of Services  Prepare a preliminary order-of-magnitude budget estimate for renovation of the existing Town Office/PD facility which is being renovated into the Police Department  Prepare a preliminary order-of-magnitude budget estimate for the proposed NEW Town Office – 6,500 SF Index for 2018  Revise the original budget as needed  Prepare go-to construction budget 3 Proposal Instructions The proposal should include the following:  Contact information o Name of architect/firm o Complete address o Contact person o Telephone number o Website address o Email address  Project understanding  Statement of Qualifications that responds to the Scope of Services given above  List of the professional staff, including their qualifications, that will be involved in this project  Itemized budget  Representative work samples or summary of similar projects in similar-sized communities  Proposals must address all items in the Scope of Services. Failure to do so may disqualify a proposal from consideration  Proposals must be signed by the proposer or the proposer’s representative Proposals will only be accepted in electronic form and should be submitted to Nik Coates at MjExaWRsY1ZZYl5jNWlkbGNkW1dnXmhpZGFjXSNkZ1w=. Proposals should be received no later than 12PM, May 11, 2017. Proposers may be asked to interview with the Space Needs Committee on May 18. Proposals are considered confidential once submitted and will not be made public until after a contract has been awarded. Proposals will be opened by the Town Administrator on May 11 and reviewed by the Space Needs Committee that evening and the committee will make a recommendation to the Select Board at May 18 Select Board meeting. Work will be authorized to begin no sooner than May 25. RFP Prices RFP prices submitted with a proposal are deemed to remain in effect for a period of 60 days from due date of the proposal and are to remain firm once a proposal is awarded to the successful proposer(s). 4 Performance Clause In the event that the successful awarded proposer/Town of Bristol should default in the observance of the stipulations set forth in this Request for Proposals and any attachments thereto and such default is not corrected within 30 days of written notice from either party, the successful awarded proposer/Town of Bristol shall have the option of canceling the proposal. Contractual Obligations In the event that contracts for the supply of materials, equipment, or services are required under the proposal, the Select Board reserves the right to review said contracts and amend to comply with Town legal requirements prior to signing by the appointed representative of the Select Board. The Select Board also reserves the right, at its sole discretion, to reject any and all proposals, wholly or in part, to waive any informalities or any irregularities therein, to accept any proposal even though it may not be the lowest proposal, to call for re-proposals, to negotiate with any proposer, and to make an award which in its sole and absolute judgment will best serve the Town’sinterest. Proposers shall provide proposals to specifications and any exceptions must be noted. A proposer submitting a proposal thereby certifies that the proposal is made in good faith without fraud, collusion, or connection of any kind with any other proposer for the same work; and that the proposer is competing solely on his/her behalf without connection with or obligation to any undisclosed person or firm.
