The City of Salmon Arm is soliciting Request for Proposals from qualified firms for the update and expansion of our Stormwater Master Plan. The update will encompass system expansions and upgrades as well as changes in future planning since the previous Master Plan and will identify areas of existing and future hydraulic and structural deficiencies, phased upgrading options and cost estimates to manage and maintain the sewer system. Evaluations and recommendations shall cover the major and minor routing in both the urban and rural areas. Consultants should review storage, upgrade and overland flow options as appropriate.
The City of Salmon Arm's storm collection system consists covers 150 km2 with 21 drainage basins (14 urban, 7 rural/sub-urban), approximately 100 km of storm pipes and 1800 manholes. There are 11 outfalls directly to Shuswap Lake and the remainder of the outfalls are directed into minor watercourses that outlet into Shuswap Lake.
A Master Drainage Plan was completed for the City of Salmon Arm by Dayton & Knight Ltd. in March of 2007. The City wishes to update and expand the Master Plan to reflect changes to the community over the past decade, to reflect changes in environmental policies and to meet our long term planning and budgeting requirements.
The City recently updated our Subdivision and Development Services Bylaw in a manner that attempts to align stormwater practices with the Province of British Columbia's 'Stormwater Planning: A Guidebook for British Columbia' document and to move towards stormwater best management practices to minimize the effect to the natural hydrological and hydro geological regimes, while not compromising the safety of persons or property.
Consultants are solely responsible for their own expenses in preparing, and submitting a proposal, and for any meetings, negotiations or discussions with the City relating to or arising from this RFP. The City and its representatives, agents, and advisors will not be liable to any Consultant for any claims, whether for costs, expenses, losses or damages, or loss of anticipated profits, or for any matter whatsoever, incurred by the Consultant in preparing and submitting a proposal, or participating in negotiations for a contract, or other activity related to or arising out of this RFP.
