    The Employer now invites sealed tenders from contractors for the following contract to be financed from the proceeds of the loan and the grant:

    Modernisation of the street lighting system in the city of Yerevan (selected 28 streets), including (but not limited to):

    - Installation of new LED luminaires;

    - Installation of new poles for street lighting system;

    - Refurbishment of existing poles for street lighting system;

    - Trenches construction;

    - Cables installation;

    - Control and Monitoring System and Control Centre.

    The scope of works shall include design, supply, installation and commissioning, as well as five years of full warranty for LED luminaires which includes replacement of installed defective LED luminaires with all relevant costs.

      This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities on 18 September 2015 and subsequently updated.

      Yerkaghluys CJSC (Yerevan Street Lighting Municipal Company owned by the City of Yerevan) (the Employer) has received a loan from the European Bank for Reconstruction and Development (the Bank) and a grant from the Eastern European Energy Efficiency and Environmental Partnership (E5P) towards the cost of Yerevan Street Lighting Project.

      The Employer now invites sealed tenders from contractors for the following contract to be financed from the proceeds of the loan and the grant:

      Modernisation of the street lighting system in the city of Yerevan (selected 28 streets), including (but not limited to):

      - Installation of new LED luminaires;

      - Installation of new poles for street lighting system;

      - Refurbishment of existing poles for street lighting system;

      - Trenches construction;

      - Cables installation;

      - Control and Monitoring System and Control Centre.

      The scope of works shall include design, supply, installation and commissioning, as well as five years of full warranty for LED luminaires which includes replacement of installed defective LED luminaires with all relevant costs.

      To be qualified for the award of the contract, tenderers must substantially satisfy the following minimum qualification requirements:

      1. The tenderer shall have an average annual turnover (defined as annual earnings, expressed in its equivalent of a defined currency) as a contractor over the last 4 (four) years of USD 15,000,000 (fifteen million) equivalent;

      2. The tenderer shall meet the following minimum criteria:

      a) Successful experience as a contractor (prime or subcontractor) in the execution within the last 4 (four) years for the supply and installation of at least 1,000 (one thousand) street poles in one contract and 3,000 (three thousand) LED street lighting luminaires in the same or in a separate contract;

      b) Successful experience as a designer in at least 1 (one) control and monitoring system for city street lighting system;

      c) As part of the above 2 (two) contracts or separately, successful experience as a contractor (prime or subcontractor) in the execution of at least 2 (two) contracts of energy efficient street lighting modernisation within the last 4 (four) years. For assessment purposes the referenced contracts shall include confirmed attainment of the quoted energy savings during at least one year from the date of commissioning. Letters, including up to date contact details, from previous street lighting operating clients (end-users, such as city administrations, street lighting operating companies, etc.) and other appropriate documents, if any, confirming the attainment of energy savings shall be submitted for the purposes of evaluation according to this paragraph;

      3. The tenderer shall provide suitable qualified personnel, as follows:

      - Project Manager with a total work experience of minimum 7 (seven) years, at least 5 (five) of which in similar works and at least 3 (three) years as a manager of similar works;

      - Chief designer; electrical power engineer, street lighting engineer, traffic management expert, health and safety expert each with a total work experience of minimum 5 (five) years at least 3 (three) years of which in similar works and at least 2 (two) years as a manager of similar works;

      - Utilities Coordination & Permitting Expert with a total work experience of minimum 3 (three) years with at least 2 (two) in a similar works and at least 1 (one) year as a manager of similar works. Such an expert should be an Armenian or an expert with knowledge and practical experience of relevant Armenian legislation.

      4. Availability or proposals of timely acquisition (through hire, lease, purchase agreement, availability of manufacturing equipment, or other means), as minimum, of 3 units of buckets trucks/man lift devices (min 10 m reach/working height) and 3 sets of temporary traffic control /management devices and/or vehicles.

      Equipment shall not be older than 5 (five) years and have proper certifications, where applicable.

      5. The Tenderer must demonstrate access to, or availability of, liquid assets, lines of credit, or other financial resources, (other than any contractual advance payments and other than current commitments) to meet the Tenderer’s financial resources requirement estimated at USD 2,000,000 (two million).

      6. Joint ventures and Consortia consisting in two and more partners must satisfy collectively all the abovementioned qualification criteria, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture’s total capacity. At the same time, at least one member of the JVCA shall meet at least 60% of the requirements for the average annual turnover and financial resources, while all other JVCA members shall meet at least 30% of the same requirements. All JVCA partners shall be jointly and severally liable;

      7. The tenderer’s subcontractors shall demonstrate successful experience as a contractor (prime or subcontractor) in the execution of at least 2 (two) contract of a magnitude comparable to the works proposed for subcontracting within the last 4 (four) years;

      8. The manufacturers shall meet the following minimum criteria:

      a) Have manufactured at least 10,000 (ten thousand) units of LED street luminaires annually within each of the last 3 (three) years;

      b) Have a capacity of the manufacturing lines to produce at least 1,200 LED luminaires/ month during the planned Contract implementation period and is able to meet the delivery schedule for LED luminaires installation.

      c) Minimum 15,000 (fifteen thousand) LED street luminaires commissioned by manufacturer have been in successful operation for at least three (3) years by June 2016, confirmed by previous street lighting operating clients. Appropriate confirmation letters by previous clients shall be submitted for the purpose of evaluation according to this paragraph. Such letters should include, inter alia, approximate percentage of luminaires replaced under warranty during the term of the contract.

      Tendering for contracts to be financed with the proceeds of a loan from the Bank and a grant from the E5P is open to firms from all countries. The proceeds of the Bank’s loan and E5P grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

      A two stage tender procedure will be adopted and will proceed as follows:

      a) The First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents or any alternative technical solutions a tenderer wishes to offer, and a justification thereof, provided always that such deviations or alternative solutions do not change the basic objectives of the project.

      Following evaluation by the employer of the first stage tenders, the employer will invite each tenderer who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting. The proposals of all such tenderers will be reviewed at the meeting and all required amendments, additions.

      Deletions and other adjustments will be noted and recorded in a memorandum. Only qualified tenderers submitting a technically responsive and acceptable first stage tender will be invited to submit a second stage tender.

      b) the Second Stage tender will consist of an updated technical tender incorporating all changes required by the employer as recorded in the memorandum to the clarification meeting or as necessary to reflect any amendments to the tender documents issued subsequent to submission of the first stage tender; and the commercial tender.

      First stage tender must be delivered to the address below on or before 15:00 Yerevan time, July 27, 2017 at which time they will be opened in the presence of the tenderers' representatives who wish to attend.

      All second stage tenders must be accompanied by a Tender Security of USD 150,000 (one hundred fifty thousand) or its equivalent in a convertible currency, and must be delivered to the address below on or before the time and date of the submission deadline specified in the letter of invitation to submit second stage tenders, at which time they will be opened in the presence of the tenderers' representatives who wish to attend.
