    The purpose of this tender is to procure a multi disciplinary team to provide support services to the Lead Consultant (Procured as a separate contract), specifically the provision of multi-disciplinary services associated with the construction of primary school in Midlothian.

    The scope of works embraces the provision of multi-disciplinary services associated with the construction of primary schools in Midlothian consisting of General School building with community space and the possibility of playing fields, plant, car parking, landscaping and other works and services associated with the construction of buildings of this type. It is the intention to procure these services through a single Term Contract
    Midlothian Council will procure all of their new build primary schools through a design and build contract where the design team are novated to the main contractor following a competitive tender process undertaken following RIBA stage D (Including M&E).
    The design information noted above is developed in conjunction with a Lead Consultant and their multi disciplinary team of sub-consultants (Procured as a separate contract). The purpose of this tender is to procure a multi disciplinary team to provide support services to the Lead Consultant.
    Due to the level of development within the primary school estate the Council have decided to set up a Term Contract for the performance of the Project Manager, QS, Principal Designer(CDM) and Clerk of Works role.

      III.1.2)Economic and financial standing
      List and brief description of selection criteria:

       

      — Bidders will be required to have a minimum yearly ‘specific’ turnover of GBP 600 000 for the last three years in the business area covered by the contract. Specifically this should cover multi-disciplinary design services in relation to educational facilities.

      — It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:

      Employer's (Compulsory) Liability Insurance = 10 000 000 GBP

      Public Liability Insurance = 10 000 000 GBP

      Professional Indemnity Insurance = 10 000 000 GBP

      Product Liability Insurance = Not Applicable

      — The Authority will use Experian to check the financial stability / risk associated with a Tenderer, and require that they have at least a score of 51 out of 100, or ‘Below Average Risk’. Failing that, the Authority will use reasonable measures to ensure that appointing the Tenderer does not provide an elevated risk in terms of their financial stability and will request such information as may be reasonable necessary to ascertain that.

      List and brief description of selection criteria:

       

      — Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.2.4 of the OJEU Contract Notice or the relevant section of the Site Notice. This should specifically relate to Educational Facilities/New Schools.

      — Bidders will be required to confirm details of the technicians or technical bodies who they can call upon, especially those responsible for quality control.

      — Bidders will be required to demonstrate that they have (or have access to) the appropriate technical facilities, study and research facilities and quality measures to deliver the types of requirements detailed in II.2.4 in the OJEU Contract Notice or the relevant section of the Site Notice.

      — Bidders will be required to confirm that they have (or have access to) the relevant supply chain management and tracking systems used by them to deliver the types of requirements detailed in II.2.4 in the OJEU Contract Notice or the relevant section of the Site Notice.

      — Bidders will be required to confirm that they and/or the service provider have the following relevant educational and professional qualifications: Accreditation from a relevant professional body for each of the disciplines within the appointment.

      — Bidders will be required to confirm that their managerial staff have the following relevant educational and professional qualifications:

      Membership of a relevant Project

      Management QS professional body.

      Membership of a relevant professional Principal Designer /CDM body

      Membership of a relevant Clerk of Works body.

      — Bidders will be required to confirm their average annual manpower for the last three years, broken down into the relevant disciplines.

      — Bidders will be required to confirm their and the number of managerial staff for the last three years, broken down into the relevant disciplines.

      — Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract, broken down into the relevant disciplines.
