Qualification requirements and ESPD
The European Self-Declaration Form (ESPD)
The self-declaration from is provisional documentation that the tenderer fulfils the qualification requirements in 5.3 below and that are no reasons for rejection. It is a prerequisite that tenderers complete the self-declaration from for further participation in the competition.

The tenderer/s who are chosen to sign a contract must document fulfilment of the qualification requirements in accordance with the stated documentation requirements (documentation proof) in point 5.3 before the contract is signed. Note that in this competition tenderers are asked to complete the ESPD form and submit the requested documentation for the qualification requirements.
Tenderers must document that they have the qualifications requested by the contracting authority to participate in the competition. Fulfilment of the qualification requirements is a minimum requirement for participation in the competition, and it shall ensure that the tenderers are suitable to fulfil the contract obligations.
The contracting authority will assess whether sufficient professional level and sufficient capacity to fulfil the assignment have been substantiated. The contracting authority points out that the assignment's complexity and size will be a guideline for the qualification level, but on the whole,very good qualifications are required for all the requested areas for all types of assignments.
In addition to the self-declaration form, the requested documentation in Tables 2, 3 and 4 shall be enclosed with the tender. The evaluation will be based on the received documentation. It is therefore important that the tenders include all the requested documentation. Tenderers who do not enclose the requested documentation can be rejected. Tenderers who do not seemingly fulfil the qualification requirements will be rejected.
If a tenderer will use the capacity of other companies to fulfil one or several of the qualification requirements, he shall document that he will be able to use the necessary resources by completing a commitment statement, see Annex 2.1.4. The company/companies that the tenderer will use must also complete a separate self-declaration form that shall be enclosed with the application.
If several suppliers get together to participate in the competition, cf. the public procurement regulations § 16-11, the participating suppliers shall enclose separate self-declarations.
