    The Property Department at the University of Oslo is working to implement the master plan, and in this connection there is, in periods, a need for consultancy and expertise in a number of areas. The University of Oslo's master plan for property is reviewed every fifth year, and the next time shall be undertaken by the board in June 2020. The selected tenderers for category 1 and category 3 can also be involved in preparing the basis for this plan and are encouraged to become familiar with the plan.     The University of Oslo needs services in the three categories as follows:
    1. consultancy services connected to market assessments, economic analysis and leasing of property,
    2. assistance in connection with the sale of commercial property and sites (‘brokering’),
    3. strategic evaluations connected to the University of Oslo's property portfolio and development of the Contracting Authority's properties.
    Leistungsumfang
    In relation to the implementation and after each review of the Contracting Authority's master plan for property, the Contracting Authority may have a need for strategic consultancy connected to the property portfolio and the development of this both short term and long term.
    The assignment will include:
    a. Assessment of future use of the building based on the existing condition.
    b. Assessment of investments and costs for future maintenance.
    c. Assessment of economic aspects related to technical installations based on current condition and future vision/possibilities, including assessment of costs for operation and maintenance.
    d. Assessment of life cycle costs (LCC).
    e. Strategic assessments related to energy and environmental aspects.
    f. Assessments related to zoning plans and regulating conditions and which potential and/or limitations these have on future use of the property.
    g. Prepare analyses and recommendations for development of sites, both developed and undeveloped.
    h. Prepare feasibility analyses for the development of the properties.
    i. Prepare strategic analysis related to the sale of property.

      II.2.4)Description of the procurement:

       

      This type of assignment comprises assistance to the Contracting Authority throughout the entire sales process, from planning and preparation of the sales assignment, until the properties are sold and the broker has settled, i.a. public registration of the deed.

      In this process, the following assignments shall be performed:

      a. Collate and quality assure all information about the property hereunder inspect the property. The Contracting Authority acquires the necessary information about the object of sale. The information that shall be included in the sales assignment is controlled Analysis of possible restrictive covenants and/or options that the Contracting Authority can place in the contract and possibly work these into the sales assignment after the Contracting Authority's prior written consent.

      b. Acquire relevant information about liens, restrictive covenants and future obligations, hereunder facilitate for ‘due diligence’.

      c. Map potential buyer groups and prepare suggestions for the marketing and sales process.

      d. Prepare sales prospects with pictures and printed plan drawings and electronic versions, attend to announcements or other marketing as wanted by the Contracting Authority. The University of Oslo will be the issuer.

      e. Undertake viewings, possibly information meetings with interested parties together with the Contracting Authority and follow up with interested parties.

      f. Hold the bidding, prepare and submit the bid history to the Contracting Authority before bid acceptance.

      g. Prepare contract proposal, possibly in collaboration with the Contracting Authority's solicitor, and hold contract meetings.

      h. Acceptance of bids shall be performed in accordance with the Contracting Authority's regulations and acceptance must be obtained from the Ministry of Education and Research.

      i. Undertake, i.e., also physically participate in hand over of the property together with the Contracting Authority. Prepare the hand over protocol and ensure the buyer's signature on this.

      j. Be in charge of settlement.

      k. Issue the necessary documents such as public registration of the deed, mortgage bonds etc. and ensure registration of these.

      l. Other assignments that are naturally part of the assignment.

      The tenderer should note that the Contracting Authority is a legal person who has not inhabited the object of sale themselves.

      The Contracting Authority is very concerned that the marketing work for the objects of sale shall be professional and correct. Also, the marketing work shall generally, as well as the materials prepared, present the Contracting Authority as a public party.

      Other assignments can i.a. Include settlement function or assist with the purchase of property.
