      Assignement of activities related to research of the national procurement market as well as practices and approaches of other european countries in the field of green procurement and elaboration of a practical handbook for their assignement.       3.2 Deposits/guarantees

      1. CONTRACT PERFORMANCE GUARANTEE – TERMS, AMOUNT AND METHOD OF PAYMENT:
      2.1. The contract performance guarantee shall be in the amount of 5% of the public contract value exclusive of VAT. 
      2.2. The guarantee shall be provided in one of the following forms: 
      2.2.1. amount in cash;
      2.2.2. bank guarantee;
      2.2.3. insurance policy that covers the contractor’s liability for performance. 
      The participant, determined for a Contractor, chooses by himself/herself the form of the guarantee for implementation.

      3.7 Suitability criteria

      based on the criteria given below:
      1. The participant in the procedure shall have experience in successfully provided services that at least include the following activities:
      a)one activity related to the examination of normative acts and/or strategic documents on national and/or European level, the result of which has been objectified in a report, summary, analysis or other final document and
      b)one activity related to the development of a practical guidelines, handbook, and/or manual and
      c) one activity related to the execution of surveys among certain target groups and/or markets and/or areas related to attitudes, expectations, problems and proposals.
      The activity shall be regarded as “executed” regardless of whether the activities have been executed within the scope of one or more services/contracts.The compliance with the execution of services that are identical or similar to the subject-matter of the public procurement shall be established in accordance with Article 64, paragraph 1, item 2 of the Public Procurement Law. 
      2. The participant must have the following team to perform the contract:
      a) Head of the team – 1 person who shall have educational and qualification degree of Master in areas such as “Social, economic and legal studies”, “Natural sciences, mathematics and informatics” and “Technical studies” ; experience as head of the team in at least two projects, еach involving at least one of the activities described in point 1 and objectified in a final document.
      b) Lawyers – 3 people that have educational and qualification degree of Master in areas such as “Social, economic and legal studies”, with a professional qualification in “Law”, with professional experience of at least three years in the speciality and have taken part in activity, referred to in paragraph 1 above and / or in at least one activity under point b) to item 1, the result of which is objectified in a final document.
      c) Expert in the environmental protection field – 1 person who have educational and qualification degree of Bachelor or Master in areas such as “Natural sciences, mathematics and informatics” and “Technical studies” and have participated in at least 1(one) activity related to the preparation of technical specifications in the sphere of environmental protection and/or preparation of methods for assessment related to expenses for the entire lifecycle and/or methods for assessing the harmful impact or the impact on the environment and/or studies related to the assessment or the overcoming of the harmful impact of activities and products on the environment and/or a survey and establishment of policies in the sphere of environment and/or participation in the preparation of drafts of legal and subordinate legal acts in the sphere of ecology and environment and/or participation in activities related to the examination of good practices in the sphere of ecology and environmental protection; 
      d) Economist – 1 person with educational and qualification degree of Bachelor or Master in areas such as “Social, economic and legal studies”, with a professional qualification in “Economics”.
      Where the required education is acquired abroad, it must have an equivalent educational level, an equivalent professional field and in areas of the same or equivalent to those specified above.
      It is not allowed for a person to combine various positions regardless of the fact that he/she can meet the requirements applicable to more than one position.

      3.8 Evidence required

      based on the evidence given below:
      1. The participant shall provide (declare) in the European Single Procurement Document (ESPD) a list of services that are identical or similar to the subject of the public procurement, indicating the values, dates and recipients, along with proof of such service; 
      2. The participant shall provide (declare) in the European Single Procurement Document (ESPD) a list of the staff, who will fulfill the procurement and/or the members of the management staff, who will be responsible for the fulfillment,which shall contain the professional competence of the persons. At the bidding stage, the required information is to be pointed out in Part IV, Section C of ESPD.

      4.4 Basic procedural principles

      The tenderers shall submit a declaration based on a specimen (Annex No. 6) that their tenders have been prepared by observing the obligations related to taxes and social security payments, protection of employment and working conditions which are in force in the Republic of Bulgaria and are applicable to the provided services.

      4.5 Additional information

      The contract is implemented in two basic stages – Stage 1 and Stage 2. The elaboration of a final draft of the Handbook will take place after a public discussion of the results of Stage 1 and their acceptance. The Contractor shall comply with the requirements for visual identification (logos,fonts, sizes, etc.) according to the rules of the Bulgarian –Swiss cooperation program.
