REQUEST FOR QUALIFICATIONS AIRPORT CONSULTING SERVICES
The Magnolia Municipal Airport Commission is requesting qualification submittals from qualified airport consulting professionals pursuant to FAA Advisory Circular 150/5100-14E "Architectural, Engineering and Planning Consultant Services for the Airport Grant Projects''. Services may include but shall not be limited to: Land acquisition, environmental services, surveys and support, plan preparation, specifications and bid documents, testing, construction contract administration, construction observation, airport planning, architectural services, and other services and miscellaneous tasks that may be required for the desired airport improvements. The selected consulting firm will also assist in preparation and submittal of required federal and state administrative requirements related to the projects. The projects may be funded using Federal funds, State funds and local matching funds.
The consultant shall have the ability and capacity to complete the projects referenced below or other additional projects. Services include engineering and planning for all phases and required incidental services, these projects may include the following:
1. PLANNING/GRANT ADMINISTRATION
Develop and update a five-year Capital Improvement Plan Develop and update an Overall Development Objective Data Sheet Develop and update an Airport Layout Plan Prepare all early project development administrative requirements such as:
a. Sponsor Certification(s)
b. Environmental assessment and coordination with resource agencies.
c. Airspace study and safety plan
d. Disadvantage Business Enterprise plan and goals
e. Aeronautical compliance study
2. RUNWAY / TAXIWAY IMPROVEMENTS
Design/Construct Runway and/or Taxiway Reconstruction/Rehabilitation/Overlay/Strengthening/Extension
Airport Pavement Maintenance Plan
3. HANGAR IMPROVEMENTS
Site work/ Site Drainage
Taxiway access and markings
T-hangars / Box Hangars
Shade Hangars
Corporate Hangars
4. DRAINAGE IMPROVEMENTS
Airfield Drainage and Erosion Control Improvements
5. TERMINAL/FACILITY IMPROVEMENTS
Design/construct/rehabilitate Terminal, ARFF, or other facilities to include parking and sitework
6. AIRFIELD LIGHTING AND NAVAID IMPROVEMENTS RWY/ TWY Lighting Rehab and Upgrades Approach Lighting Rehab and Upgrades Beacon, ASOS/AWOS, and other Navigational Aids

Design and Construct Fueling Facilities
The following criteria shall be used to select the consultant:
a. Capability to perform all or most aspects of the project with knowledge of FAA regulations, policies, and procedures.
b. Recent experience in airport projects comparable to the proposed projects.
c. Reputation for personal and professional integrity and competence.
d. Professional experience/background of key personnel to be assigned to these projects.
e. Location and capability of office that will provide the majority of engineering services.
f. Familiarity with the airport by primary contact(s) and/or project managers.
g. Ability to furnish qualified observers for construction observation of the project development, if required.
The period covered in this consultant selection shall be for three years, but the Magnolia Municipal Airport Commission reserves the right to extend the selection for an additional two years, based upon satisfactory performance by the consultant, need of the owner and continued funding. The Magnolia Municipal Airport Commission reserves the right to waive the interview of firms at its discretion. It is the intent of the Commission to select a firm that best fits the needs of the airport. NOTE: The Magnolia Municipal Airport Commission reserves the right to reject any and all submittals.
