II.1.4)Short description:
Contracting Authorities invite economic operators to participate in the procurement for offshore and other project related resourcing, staffing and recruitment services. It is the intention of the Contracting Authorities to establish a framework agreement together with 3-4 economic operators (service providers) which will be responsible for searching, recruiting, hiring/contracting and mobilizing experienced project management, project administration and engineering professionals for the Balticconnector Offshore project. The service providers will be engaged in providing skilled personnel for the Balticconnector project. While performing services for the project the professionals shall be employed or contracted by the Service provider.

II.2.4)Description of the procurement:
This procurement is for establishing the framework agreement governing the contractual relationship between the Contracting Authorities and the service providers. The Framework agreement will also cover the detailed rules for awarding the individual call-off contracts for assigning professionals for available assignments. It is for the Service Provider to hire the professionals and assign them to support or supplement the Contracting Authorities' workforce.
Contracting Authorities are planning to utilize the framework agreement for assigning skilled professionals to available assignments according to its resourcing plan. No minimum volume nor value for the contract will be guaranteed in any circumstances.

Description of renewals:
The contract term will be for a maximum of 4 years. However, the peak for resourcing will be during the preparation and execution of offshore construction campaign starting in May 2018 and extending the end of 2019. However, resources will already be needed in January 2018. Contracting Authorities may terminate the contract already before the end date.
