The Contractor will provide Project Ownership Assistance in order to support INELFE during the tendering and construction phase for the realization of the Building that will accommodate the HVDC Converters Stations of the Electricity interconnection Project between France-Spain across the Bay of Biscay. This Project, also called ‘Biscay Bay Western Interconnection’, is a joint project being developed by INELFE on behalf of Réseau de Transport d'Electricité (RTE) and Red Eléctrica de España (REE) and supported by the European Union's Connecting Europe Facility (CEF).

The Contractor shall support INELFE for the following activities:
— Reviewing the requirements and the specifications that shall be including in the Technical Scope of Work for Civil Work and that will be included within the Instruction To Tenderer (ITT);
— Analysing the offers submitted by the tenderer and issuing clarifications in order to support the tenderer's evaluation;
— Defining the monitoring programs in order to follow-up the studies and the works phases of the Spanish and the French's civil works;
— Performing the monitoring of the studies for the Spanish and the French sites.

III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:
Documentation and certification required have to be provided in English. In case of original documentation in other languages, translation into English, legally certified by national diplomatic authorities or consulates, must be submitted. In order to be considered, the candidates shall submit the following administrative documents:
— For all candidates:
— A dated and signed statement under oath certifying that the Candidate is not in one of the case prohibiting it to tender as stated in articles 45 and 48 of Order No 2015-899 of 23.7.2015 related to the public market, especially candidate shall be in order with requirements of articles L. 512-1 to L.512-11 of the French Civil Code related to employment of disabled workers;
— If the candidate if under an unsolvency procedure, all court orders and notifications;
— For candidates established in France:
— A less than three (3) months old registration extract from the Register of Commerce and Companies (KBis extract);
— For candidates established outside France:
— A less than three (3) months old document from an official authority certifying the registration of the Candidate on a professional Register.
III.1.2)Economic and financial standing
List and brief description of selection criteria:
Documentation and certification required have to be provided in English. In case of original documentation in other languages,translation into English, legally certified by national diplomatic authorities or consulates, must be submitted. In order to be considered, the candidates shall provide the following information:
— The candidate shall provide an organization chart detailing the company organization and the one of its group and of its parent company if any.
— For POA services only, the candidate shall detail the organization of its services and where it operates.
— If the candidate is a Joint-Venture, all members shall provide the above information and the Joint-Venture shall also provide an organization chart indicate how it intend to operate for POA services.
III.1.3)Technical and professional ability
List and brief description of selection criteria:
Documentation and certification shall be provided in English. In case of original documentation in other languages, translation into English, legally certified by national diplomatic authorities or consulates, must be submitted. In order to be considered, the candidates shall submit the following proof of experiences and competencies:
— Expertise in managing complex tenders and projects in a multicultural environment. The candidate shall submit draft of organization (including CVs) and interface management system. In particular the candidate shall be able to propose personnel that are able to communicate in English, French and Spanish as well as indicate how it intends to keep a stable Project Management Team (PMT) from the tendering up to the commissioning part. The candidate is informed that INELFE will have a thoughtful look at the proposed PMT as it should be fit-for-the purpose of the Services;
— Expertise and industrial knowledge in order to define Civil Work specifications in accordance with generally accepted codes of practice and in accordance with both French and Spanish regulations (including but not limited to Safety and Environmental rules). The candidate shall submit past experiences, if any, and indicate the type of activity already performed in both France and Spain as a POA for Civil Work operations;
— Competencies and potential added value at tendering stage whether by the support given in the definition of good criteria of evaluation, by the expertise in highlighting the specifics risks to be considered or by the support proposed during clarifications by looking at specifics points that are, at the candidates point of view, the potential weak spot;
— Competencies and potential added value during work operations at detailed engineering phase whether by the availability and flexibility of its organization or by the knowledge of the critics technical requirements and interfaces to be checked before approval;
— Competencies and potential added value during work operations at Construction phase whether by the availability and flexibility of its organization or by the knowledge of the critics operations to be monitored and audited.

A claim in a precontractual summary proceeding is possible as stated in articles 5 et seq. of Order No 2009-515 of 7.5.2009 related to complaint proceedings applicable to public procurement contracts. The appeal must be lodged before the conclusion of the contract.
