      Federation of Bosnia and Herzegovina has received loans from the European
      Investment Bank (EIB), European Bank for Reconstruction and Development
      (EBRD) and World Bank (WB) towards the cost of the Road Rehabilitation
      Project in Federation of Bosnia and Herzegovina (Project) and intends to
      apply a part of the loans proceeds to make payments for. (a) road
      rehabilitation and/or improvement works and (b) consulting services
      procured under the Project. The total value of the works and consultancy
      services to be procured under the EIB, EBRD and WB loans is up to Euro 100
      million.
      The implementation agency for the Project is JP Ceste Federacije BiH (JP
      CFBH) - hereinafter referred to as "the Employer"
      This Procurement Notice relates to the Consulting Services for Supervision
      of Civil Works and Environmental Monitoring of Rehabilitation Works on
      roads in Federation of Bosnia and Herzegovina for the works scheduled in
      2012.
      The consulting services include: Supervision of the quality, quantity and
      technology of the executed works; Environmental Monitoring, Prepare and
      deliver mandatory reporting documents and other activities as recommended
      from Guidelines for Road Design, Construction, Maintenance and Supervision
      / Sarajevo 2005 / Volume IV Supervision (www.jpcfbih.ba).
      The services will be assigned in the form of 6 contracts covering
      rehabilitation works given bellow:
      1. M-5 Travnik - Vitez obilaznica km 67+529 - km 82+351
      M-5 Vitez - Kaonik 4 km 84+788 km 86 + 100
      2. M-5.1 Kaonik - Bukovci (prema Bilalovcu km 0+000 - km 13+300
      3. M-5.1 Bilalovac - Fojničko r. km 17+650 - km 24+750
      4. M-5.1 Kreševsko + 300 - Šamin Gaj km 30+250 - km 45+300
      5. M-18 Ljubače - Živinice km 6+765 - km 8+095
      M-18 Đurđevik - Vitalj km 19+582 - km 41+708
      6. M-18 Olovske Luke - Bakići km 61+800 - km 69+502
      M-18 Srednje izlaz - Ljubina km 89+800 - km 91+100
      Each works contract will require 4 months of consultant's assignment.

      Terms of Reference.
      The consulting services are expected to be carried out from July 2012 to
      October 2012.
      Bidding will be conducted through the International Competitive Bidding
      (ICB) and is open to firms from any country. A firm will be selected under
      Quality-and Cost Based Selection (QCBS) and procedures described in this
      RFP.

      Payment will be done through Intesa SanPaolo Bank dd Bosnia and
      Herzegovina account no. 1540012000213981 in favour of JP Ceste FBH vrsta
      prihoda/income code: 722539 indicating purchase of Tender Document for the
      "Supervision_2012".
      b) For payment in a freely convertible currency from abroad:
      Payment in a freely convertible currency will be done through intermediary
      bank LHB Internationale Bank AG Frankfurt AM Main SWIFT code: LHBIDEFF,
      account with institution /000 9867 300 Intesa SanPaolo Bank d.d BIH SWIFT
      code: UPBKBA22, Beneficiary customer:
      IBAN: BA391540012000213884 JP Ceste FBH d.o.o. indicating "purchase of
      Bidding Documents for the Supervision_2012".
      The Bidding Documents will be sent by mail. The documents should be sent
      by courier on request of the Bidder and the Bidder will bear cost of such
      delivery.
      Bids must be delivered to the address below at or before 14 June 2012 by
      12:00 hours local time. Electronic bidding shall not be permitted. Late
      bids will be rejected. Bids will be opened in the presence of the bidders'
      representatives who choose to attend.
