    Aufgabe
    The Municipality of Aarhus launches an international architectural design contest for an integrated design solution for a new urban waterfront space and MEDIASPACE - the new main library of Aarhus, Citizens’ Services and more - a new icon communicating Aarhus as a city of knowledge. It is essential for the Municipality of Aarhus that the designer in all phases of the design process focuses on involvement processes, e.g. involvement of Aarhus City Council, client, citizens, users, employees, building authorities, business community and future tenants. The total overall project comprises three separate design sections: 1. Building design of an 18,000 sqm. MEDIASPACE - Aarhus’ new main library, citizens’ services etc. including 10,000 sqm. of optional area on a future harbour bastion. New urban spaces should be designed on the bastion around MEDIASPACE, while car parking, local trains, arrivals centre etc. should be established in the bastion or in connection hereto. 2. Uncovering of the last part of Aarhus River and modification of the Europaplads (existing town square) as an integrated solution with design of the bastion and MEDIASPACE. 3. Design of an approx. 500 m new urban waterfront that opens the city towards the sea and creates a new urban area for public activity and recreation. The construction costs of sections 1 + 2 are estimated at approx. EUR 180 million excl. VAT, but including various design costs, while the costs of section 3 are estimated at approx. EUR 20 million excl. VAT, but including various design costs. The design contest comprises all three project sections (sections 1 + 2, and section 3), however the jury reserves the right to award separate winners of sections 1 + 2 and section 3. The winner(s) will subsequently be invited to participate in a negotiated procedure without prior publication of a contract notice on the conditions stated in Article 31, para 3 of the Directive. If separate winners are awarded for sections 1+2 and section 3, a separate negotiated procedure will be carried out for sections 1+2 as well as for section 3. The contest including negotiated procedure is expected to run from March 2008 to November 2008, the planning stage running from January 2009 to June 2012, and the construction stage from March 2011 and until the opening of MEDIASPACE in December 2014. The entire project is subject to the Aarhus City Council approving the commencement of the contest, the contest result, and the costs of the project.

      SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION

       III.1) CRITERIA FOR THE SELECTION OF PARTICIPANTS:  
      Firstly, the Municipality of Aarhus will select the participants for the design contest on the basis of an assessment of the participants′ manpower and financial capacity. Among the participants with sufficient manpower and financial capacity, the Municipality of Aarhus will invite the participants for the design contest on the basis of an evaluation of the architectural qualifications, including qualifications within large construction works for cultural purposes, transformation of urban areas, and sustainable construction, including finance and process management ability. The selection will take into consideration the desire to have an international design contest. For prequalification purposes, the following documentation must be enclosed in six copies: a) Complete company name (or name of leading consultant of a joint team), address, telephone and fax number including contact information. b) General ownership information. c) Annual turnover and net capital for the last three years. d) Number of employees during the last three years. e) Professional company qualifications including special disciplines and subjects. f) Information about awarded design contests. g) References from similar projects according to the above mentioned selection criteria. The references must state contract prices and number of square meters including type of building. The participant must nominate the three best company references. The three references must include information on the client’s contact person, who may be contacted by the Municipality of Aarhus. The Municipality of Aarhus also requests that references include a client rating of the assignment solution, especially in respect of ability regarding finance and process management. If the participant does not include a client rating, information may be obtained from the client. h) Sworn statement that the participant has no unpaid debts falling within the scope of Statutory Order No. 336 of 13 May 1997. i) Documentation that the participant is not subject to conditions stated Article 45 of the Public Procurement Directive (EU Directive 2004/18/EEC). Documentation for companies domiciled in Denmark may be an certificate issued by the Danish Commerce and Companies Agency, the age of such certificate not to exceed six months. Companies not domiciled in Denmark must obtain the necessary documentation otherwise. j) The participant must document architectural skills with reference to sub-consultants according to Article 48, para 3 of the Tender Directive. The architectural skills of such possible sub-consultants must also be documented. Information must be provided in respect of all companies forming part of the participant’s team, including a statement of unlimited, joint and several liabilities. One member of the team must have unrestricted power of procuration.
       III.2) PARTICIPATION IS RESERVED TO A PARTICULAR PROFESSION:

      Participants are restricted to architectural undertakings, according to VI.2.

      SECTION IV: PROCEDURE

      The design contest proposals will be evaluated on the basis of the following criteria (no order of priority): • The total architectural, aesthetic, functional, and technical assessment as compared to the contest outline. • Integration, synergy, and context between the architectural concepts, supporting structures, sustainable solutions, and technical installation principles. • Financial estimate. • Budget of fees.

In addition, the winners will receive EUR 75,000 for participating in the subsequent negotiated procedure. If the participant is awarded one or both sections of the contract, the award payment will be set off against (and form part of) the first pre-payment.
