SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CRITERIA FOR THE SELECTION OF PARTICIPANTS:
The participants will be selected on the basis of an overall evaluation of the following items: - Architectural qualifications - Experience with commercial buildings - Experience with low-emission or sustainable buildings - Experience in project management including handling the authorities - Experience with quality, time and financial management - Employees′ qualifications. In order to be considered, the participant (individual entreprises or teams), must enclose the following information with the request: - Complete company information details including company name, ownership, organisation, address and contact information - References from similar projects. The participant’s experience with construction of commercial buildings is essential. Max. 5 references on buildings and 5 references on landscaping pr. participant (individual entreprises or teams). The list may include unrealised projects. Each reference shall clearly indicate the stage of work performed by the participant. - Information on experience with low-emission or sustainable buildings - Information on systems for management of quality, time and economy, documented by references, client statements etc. - Training and professional qualifications of the employees to be responsible for accomplishment of the project. - Information on expected organisation and management of the project, including handling the authorities. - Annual accounts for the last 3 years (Independent Auditor′s Statement showing the Profit and loss and the Balance Sheet) - Number of employees during the last 3 years, divided into trade groups. - Information regarding professional liability insurance. - Sworn statement that the participant has no unpaid dept, due to the public authorities exceeding 13 000 EUR. - Documentation that the participant is not subject to conditions stated in Public Procurement-directive (EU-directiv-2004/18/EC) art. 45, litra. 2, litra a-g. Documentation may be a compiled summary from the Danish Commerce and Companies Agency or from equal authorities in the country of the participant. The document may not be older than 6 month on the date of application. Information shall be provided for all companies forming part of the participant′s team. Participants who do not provide the above information will not eligible. Request to participate must be marked "Ny bebyggelse på Langelinie og Marmormolen - projektkonkurrence", and sent in 3 copies.
III.2) PARTICIPATION IS RESERVED TO A PARTICULAR PROFESSION:

Participation in the competition is reserved for firms of architects, preferably in co-operation with urban area development architects, artists etc.

IV.3) CRITERIA TO BE APPLIED IN THE EVALUATION OF PROJECTS:
The design competition proposals, to be prepared in English, will be evaluated on the basis of their aesthetic and functional qualities and how they address the requirements in the competition programme. Furthermore, the proposals grossfactor and use of sustainable or low-emission solutions will be evaluated. Finally, it is essential that the project can be realized within the economic frame of the project mentioned in the competition programme. Concerning the conceptual design proposal for future outdoor areas at the tip of the 2 piers and the office building at the tip of Marmormolen, the jury reserves the right to award the commission to a practise other than the winner of the building design competition.

All participants submitting a proposal that meets the conditions in the competition programme will receive a payment of 70.000 EUR. For the winning project the amount of 70.000 EUR is a payment in advance of the consultancy fee.

Yes. Any service contract following the contest will be awarded to the winner or one of the winners of the contest.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) DESIGN CONTEST RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU FUNDS:

VI.2) ADDITIONAL INFORMATION:
This design competition is being held by By & Havn in collaboration the ATP Ejendomme. The competition language is English; therefore the design proposals must be submitted in English. The competition period will run from beginning of July until end of September 2008. The intention of By & Havn and ATP Ejendomme are to enter a contractual agreement for technical consultancy and services, and possibly including landscape design services, for realizing the construction of a commercial office building. As By & Havn and ATP Ejendomme are two individual companies, the contractual agreement might be divided into two or more contracts. In the event of multiple winners, negotiations will be held in order to determine who is awarded the contract. The engineering consultant on the construction and mechanical project will be appointed through a separate invitation to tender for services.
