    Aberdeen City Council (ACC) wishes to appoint a suitably qualified and experienced lead consultant to head the preparation of the Heritage Lottery Fund (HLF) ‘Parks for People’ Stage 2 proposals for the improvements to Duthie Park, particularly to provide: — The complete preparation of the ‘Parks for People Stage 2 application. Such application is to include the whole of the information required as outlined in Section G of the Heritage Lottery Fund ’Parks for People’ application form (See appendix 1 within the pre tender questionnaire). This must be finalised to the complete satisfaction of the Duthie Park Steering Group and HLF (with additional information being supplied post submission as required to HLF’s satisfaction), — The preparation and production of all associated documentation in connection with the Stage 2 application and production of the design detail drawings for the purposes of planning and other statutory applications. If ACC is successful at Stage 2 of the HLF application submission and if funding is made available then it is anticipated, subject to the satisfactory performance of the Lead Consultant during the application submission stage, that the lead consultant would undertake any further procurement (where applicable, which may include the procurement of any necessary works contracts), the contract administration and any necessary project management as required by the Council and in compliance with any policies of the Council and in particular the Council’s Procurement Policy through to completion and the end of the defects period (Royal Institute of British Architects (RIBA) Outline Plan of Work Stages F-L production information to practical completion and end of defects liability period).       IV.1) TYPE OF PROCEDURE

      IV.1.1) Type of procedure: Accelerated restricted. Justification for the choice of accelerated procedure: Justification relates to the Council's contractual situation and the need for this work to be undertaken as a matter of urgency in order to secure the completion of the project and delivery of funding within the Council and Heritage Lottery Fund contractual timescale. A previous OJEU contract notice in relation to a restricted tendering exercise failed to attract any compliant bids, resulting in the need to retender the work within a diminishing timescale for delivery.
