Assignment Description: The Liquid Radwaste Treatment Plant is designed for the treatment of liquid radioactive waste accumulated on the ChNPP site and currently stored in the temporary storage tanks, as well as the waste that will be generated during the decommissioning of ChNPP Units 1, 2 and 3. Three main flows of liquid radwaste are to be retrieved, processed and conditioned:
- Evaporator concentrate;
- Evaporator concentrate + ion exchange resins
- Ion-exchange resins.
The processing technology is grouting.
The resulting end product shall have the properties not inferior to the parameters listed in the "Acceptance Criteria for the Engineering Near-Surface Disposal Facility (ENSDF) Repository". The main objectives of the assignment are for the:
- Selection (justification) of binding materials,
- Development of the final product recipes,
- Development of LRW Sampling Programme,
- Characterisation of LRW samples,
- Preparation of final product samples,
- Measurement of quantitative and qualitative characteristics of the final product,
- Analytical assessment of the leaching rate variation,
- Produce Preliminary and final report as required,
Assignment Start Date and Duration: February 2010, 8 months
Maximum Budget available for the Assignment: EUR 50,000. Exclusive of VAT.
Funding Source: The contract will be financed through the Nuclear Safety Account grant.
Eligibility: The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council
Procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the NSA. Eligible countries as of October 2009 are: EU member states, Canada, Japan, Norway, Switzerland, USA, and the EBRD countries of operation.
Consultant Profile:
- The Applicant shall be adequately funded and resourced, necessary meters and instruments (with valid calibration certificates) and the measurement procedures certified in Ukraine shall be available. Applicant shall have access to accredited software and other tools necessary to carry out parts of the work.
- The Applicant shall be an established organisation in this field of expertise with experience of similar work. The Applicant shall have relevant experience in all areas needed for the performance of the assignment.
- The Applicant shall have accredited quality assurance systems for the assurance of this type of work.
- The Applicant shall be able to provide experts in this field that are suitably qualified and experienced to implement the assignment.
Submission Requirements: Interested firms are hereby invited to submit expressions of interest.
In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following:
- company profile, organisation and staffing;
- details of experience or similar assignments undertaken in the previous five years, including their locations;
- CVs of staff that could be available to work on the assignment.
The above information should not exceed 40 pages including CVs.
