    Aufgabe
    The project comprises reconstruction of part of the water supply network of the town of Stara Zagora, which includes reconstruction of water main. Basic types of construction works are earth works (excavation and fills), asphalt cover (removing and coating) and supply and installation of HDPE pipes 355 mm diameter with a total length of approximately 1,700 meters. The project plans the reconstruction works on the pipeline to be performed by relining of the new pipes in already existing 400 mm pipeline ("pipe in pipe" method). Works will be started in April 2010 and will be executed for a three-month period.

    All the Bank-financed projects will be procured in accordance with the EBRD Revised Procurement Policies & Rules ("PPR"), approved 6 May 2009.

    The water transmission system and water supply network renovation will be carried out under works contracts, which will be procured through open tender.

    A Consultant engineering firm is required to carry out engineering supervision of the above works. The Consultancy contract will be assigned through Short Lists Consultant Selection procedure, where the selection shall be performed based on the criteria specified here after.

FINANCING The Stara Zagora Water Supply and Sewerage Company ("Stara Zagora Regional Water Company" or the "Company") has received a loan from the European Bank for Reconstruction and Development (the "Bank") for a project to renovate the Company's water distribution network. The Stara Zagora Regional Water Company intends to apply part of the proceeds of loan for payments for consulting services during construction, inspection of the works, quality assurance and certification of the works. ASSIGNMENT DETAILS: The Consultant's responsibilities shall be to carry out all the duties of the Engineer under the works contract on behalf of the Employer, which shall include (but not limited to) the following: - Issue notice to commence the construction works; - Ensure the completeness and correctness of the certificates and records drawn up during the period of construction works; - Ensure proper execution of the construction works in compliance with the approved investment designs as well as the requirements of SDA, article 169 paragraphs 1 and 2; - Control on labor safety requirements in compliance with the designs for organization and execution of the construction; - Ensure and monitor environment protection during the implementation of the works; - Ensure quality of the construction materials and products used and correspondence to the labor safety requirements; - Ensure that the Contractor undertakes third party protection against loss or damage to property and personal injury - Issue taking over of the construction in order putting it into operation - Supervision during the Defects Liability Period (DLP) - Reporting ASSIGNMENT DURATION The assignment is expected to start in the second quarter of 2010 and last for approximately 15 months, which includes about 3 months construction period and the defects notification period. INVITATION TO SUBMIT EXPRESSION OF INTERESTS Interested firms are hereby invited to submit expressions of interest. The Consulting Firm should: Have staff comprising highly qualified engineers and specialists having substantial experience supervising works of similar nature and complexity in accordance with and following the procurement rules of the EBRD or other International Financial Institutions using IFI or FIDIC contract conditions. Compliance with Regulation #9 for Licensing of Personnel Performing Construction Supervision is mandatory (issued by Ministry Regional Development and Public Works on 22 May 2001 and published in State Gazette #58 on 29 June 2001). In order to determine the capability and experience of consulting firms seeking to be short listed and selected, the information submitted should meet the following criteria: - Company Profile. The determination of the brief description of past history and current organization and management will provide an assessment whether the consultant will be able to cover the needs of the project and would have the ownership structure – preferably completely independent with clear communication lines – give any potential conflicts of interest that could influence the project. - Experience in Similar Projects and Performance of Similar Work. Recent experience in performing similar work for similar projects during the last 5 years will be determined to assess the qualification of the consultant in the field of the assignment. The consultant must show experience in handling similar projects preferably supported by an International Financial Institution and with satisfactory results and that the knowledge in all technical fields required is available inside his organization. In assessing the technical competence of consultants the number of projects on which the consultants have been engaged is important, as well as the level of responsibility commensurate with the requirements of the assignment. - Local Experience. The extent of local and regional experience on similar projects is a measure of how closely the consultants' experience matches the proposed consultancy services. A good combination of local experience enables the consultant to confidently execute the services with dispatch, since the initial familiarization period can be reduced. Therefore cooperation with local consultants is encouraged. Past experience in co-operation with local consultants or implementing tasks similar to the assignment in the Country is an asset. - Relevant Staff CVs. The personnel proposed at the professional level will illustrate the key staff capability of the consultant for handling the Project. The consultant should propose a mix of experienced engineers including a resident engineer with not less than 7 years regional experience on FIDIC/IFI financed contracts and a Water Supply and Sewerage Engineer with not less than 5 years relevant experience. There will be also supporting staff insuring quality assurance, health and safety, pavement and land survey issues - Finances and Professional Indemnity Insurance (PII). The determination of the financial capability will disclose whether or not the consultant is bankrupt, or is engaged in bankruptcy proceedings and has a sound economy and a reasonable solidity. In the selection process only those consultants will be considered whose financial resources for last 3 years are judged to be appropriate for the amount of the work to be performed. Information of PII will be analyzed to ensure that the consultant has adequate insurance policy, related to the importance of the Project and scope of the assignment. - Quality Assurance. To demonstrate the consultant's capability to fulfil his obligations on the highest level of standard, Consultant should give a short approach for his quality assurance measures for this project, which adequacy will be assessed. The above information should not exceed 25 pages including CVs of key personnel.
