    Aufgabe
    The London School of Hygiene & Tropical Medicine ("School") has a requirement for the refurbishment of its principal building in Keppel Street, London ("Building"). The School wishes to appoint a lead Provider to carry out consultancy services in the production of a feasibility study that will determine options for overhauling,replacing and modernising the mechanical and engineering service infrastructure within the Building.The lead Provider will need to have at its disposal (whether through its own resources or those of its consortium partners or sub-contractors) expertise in the fields of: — mechanical and electrical engineering services, — architectural services; and, — structural engineering services. Consultancy Services: In the provision of the services,the Provider will be required to consider; planning, building fabric and structural constraints for carrying out the future works on the building. The scope of the services will include the carrying out of intrusive and non-intrusive surveys, and a feasibility study for the refurbishment of the mechanical and engineering services within the Building,setting out options for the carrying out of the physical refurbishment works. Thereafter, the Provider will prepare detailed designs and cost estimates for the preferred option. A fuller scope of the necessary items is set out in the pre-qualification questionnaire and further developed in the invitation to tender document. The framework for the carrying out of the services will generally be based on stages of Annex 5 to the standard form contract,GC Works/5 1998 (General Conditions of Contract) (as amended by the School). These stages will be set out in the Invitation to Tender Document. This form of contract (as amended by the School) will also govern the provision of the consultancy services. Providers must consider that the Building was constructed in 1926 and has the status under English law as a Grade II listed building. This means that certain alteration, demolition or extension works carried out on the Building may require certain permissions from external bodies. As part of the services to be carried out, the appointed Provider shall carry out a bespoke BREEAM pre-assessment to achieve a target of at least "very good". A more detailed description of the specification for the services to be carried out is included in the pre-qualification questionnaire. The successful Provider will work closely with the School's Estates Sub-Committee in considering the rationalisation of the occupational use of areas of the Building when planning the routing of services. Possible Supervisory Services (Physical Refurbishment Works): The School will have the option (but not the obligation) of retaining the Provider to assist in the preparation of appointment and supervision of the physical refurbishment works which will follow the initial consultancy phase and/or administer the physical refurbishment works under a construction contract. This possible second phase would also include procurement consultancy works (in compliance with applicable legislation), preparation of appropriate tender documentation for the works and involvement in selecting a suitable Contractor to undertake the physical refurbishment works. Providers must be able to provide this element of the works, if required to do so by the School.
