    Aufgabe
    The current contractual arrangements provide for Framework Suppliers to supply us with extensive but flexible professional building design mangement services during various phases of works, namely design, procurement and construction. We require independent professional control of capital projects and need additional skills not immediately available within our organisation. We require services that can extend from inception through to original completion or that can be concentrated in a particular area of need. We need suppliers to implement effective controls in order to prevent scope creep, project slippage, disputes, cost and time over-runs. We need succesful suppliers to use specialist project management staff, supported by computer based management systems, including e.g. critical path analysis, to allow for effective planning, monitoring and close project control of the development programme and budget, from feasibility to completion.

    The Invitatation to Tender will contain both technical specifications and user requirements detailing the scope of the service requirement. The value relates to the initial 4 lots.

      No contact is allowed with any officer or staff of Lothian and Borders
      Police and its partner organisations, other than those persons named in
      this Notice. It is envisaged that the Services Framework Agreement to be
      entered into with the selected contractors will initially involve specific
      services being provided to four of the eight Scottish Police Forces plus
      the Scottish Police Services Authority (SPSA) as well as the Lothian and
      Borders Fire and Rescue Service. Tenderers should note that other Scottish
      and UK Police Forces and other asscociated public bodies may wish to
      participate in some form in this National Framework Agreement during its
      lifetime. For this and other reasons, at any time during the contract
      period, Lothian and Borders Police may amend the parties for whom it acts
      as Central Buying Body under the Framework Agreement and may also vary the
      scope of the services to be provided by any supplier authorised to provide
      services under this Framework Agreement. Lothian and Borders Police shall
      be entitled to define the specification and scope of services for any
      additional services to be provided by the contractor under the Contract to
      any additional public body (all as detailed in the ITT and always in
      accordance with EU Procurement Regulation, especially Regulation 19).

      VI.4.2) Lodging of appeals
      Precise information on deadline(s) for lodging appeals: Lothian and
      Borders Police Board will issue to all tenderers by electronic means a
      formal Notification of the successful tenderers appointed to the framework
      agreement. The Notification will give reasons for the appointments and the
      earliest date that the appointments will be concluded, which date shall
      not be less than 10 days from the issue of the Notification. If
      proceedings are served on Lothian and Borders Police within this 10 day
      period the procurement process will be automatically suspended. The Public
      Contracts (Scotland) Regulations 2006 provide for aggrieved parties to
      take action in the Sheriff Court or Court of Session. Any proceedings
      bought under the Regulations (other than proceedings seeking an
      ineffectiveness order) must be brought within 3 months of the date which
      the unsuccesful tenderer knew, or ought to have known, of the alleged
      infringement of the public procurement rules. Any proceeding seeking an
      ineffectiveness order must be brought within 30 days of the relevant date
      under Regulation 47.
