SPECIFIC PROCUREMENT NOTICE CALL FOR TECHNICAL AND FINANCIAL OFFERS

Design Build and Construction of :

Civil Aviation Training Institute

(“CATI”)

1. Afghanistan has received a grant from German Government through KfW for preparation works of the tendering of the Civil Aviation Training Centre, Kabul. Afghanistan is also expecting funding for the investments from German Government through KfW and shared by the United Arab Emirates through Abu Dhabi Fund for Development.

With the Financing Agreement and its pertaining Separate Agreement the consultant, here the Engineer, was authorized to execute the project on behalf of Ministry of Transport and Civil Aviation (MoTCA). To this end Kocks Consult was contracted as consultant and is hence authorized to execute the project.

2. Kocks Consult, on behalf of the Ministry of Transport and Civil Aviation (MoTCA) (hereinafter “Employer”), invites strong and experienced Contractors for Technical and Financial Proposal for a Design and Build Contract for the Civil Aviation Training Institute Kabul. consisting of the design and construction of a new School Building, Accommodation Building and related facilities.

The training facility consist of a three storey school building, with total 5.350 sqm floor space and a two storey accommodation building with total 2550 sqm floor space with all related facilities such as power and water supply, emergency generator and sewerage collection tank. The compound will be surrounded by a security fence / wall and developed by paved and unpaved roads in a total length of approx. 500 metre.

The construction of buildings will be carried out in reinforced cement concrete frame with brick work filling.

The bidder must demonstrate that he has planned and built similar objects in the past five years. In addition, the capacity (man power & machinery) of the bidders must be demonstrated. Design and Construction of the plant will be 15 months. Taking into account the special circumstances of Afghanistan (Transport and Security) it has to be demonstrated by the bidder that he is able to build the plant on schedule.
