      Description
      Request for Expression of Interest for Architectural and Engineering Design for the Construction of the Proposed UPOU Community Hub
      The UP Open University (UPOU), through the FY 2012 General Appropriations Act, intends to apply the sum of ONE MILLION ONE HUNDRED PESOS (Php 1,000,100.00) being the Approved Budget for the Contract (ABC) to payments under the contract titled -œArchitectural and Engineering Design for the Construction of the Proposed UPOU Community Hub-. Bids received in excess of the ABC shall be automatically rejected at bid opening.
      The UP Open University now calls for the submission of eligibility documents for the detailed Architectural and Engineering Design for the Construction of the Proposed UPOU Community Hub. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail- criterion.

      The BAC shall draw up the short list of consultants from those who have submitted eligibility documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-, and its Implementing Rules and Regulations (IRR). The criteria and rating system for short listing are:
      a) Quality of personnel to be assigned to the project which covers suitability of key staff to perform the duties of the particular assignments and general qualifications and competence including education and training of the key staff (25%).
      b) Experience and capability of the consultant which include records of previous engagement and quality of performance in similar and in other projects; relationship with previous and current clients; and overall work commitments, geographical distribution current/impending projects and attention to be given by the consultant. The experience of the consultant to the project shall consider both the overall experiences of the firm and the individual of the principal and key staff including the times when employed by other consultants (25%).
      c) Plan of approach and methodology with emphasis on the clarity, feasibility, innovativeness and comprehensiveness of the plan approach and quality of interpretation of the project problems, risk and suggested solutions (50%).
      Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the IRR of RA 9184.

      Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

      The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection QBE/QBS procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
      The contract shall be completed within Forty Five (45) days.
      The UP Open University reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.

      The Eligibility Forms will be available at UPOU HQ, Los Banos, Laguna, upon submission of a LOI and upon payment of a non-refundable amount of Two Hundred Pesos (P200.00) to the UPOU Cashier.

      Bid documents will be available only to the shortlisted bidders upon payment of a non-refundable amount of One Thousand Pesos (P1,000.00) only.
