    STUK, the Radiation and Nuclear Safety Authority of Finland, is the national organisation regulating nuclear safety. One of STUK’s sections, Nuclear Waste and Material Regulation, is responsible for the regulatory control of the safety of nuclear waste management. The Finnish nuclear power plant licensees whose operations have generated nuclear waste are responsible for waste management and disposal. Posiva Oy, owned by Finnish power companies Fortum Power and Heat Oyj (‘FPH’) and Teollisuuden Voima Oyj (‘TVO’), is responsible for disposal of spent nuclear fuel from its owners. STUK’s activities include regulatory review and assessment of Posiva's construction license application as well as the assessment of the quality, comprehensiveness and results of the research and development programme of Posiva. The review and assessment relates to the material, which aims to show safety of the disposal of spent nuclear fuel by Posiva.
    With this Call for tenders STUK is seeking external experts to support the Section’s existing team of experts. The external expert services will mainly be carried out as remote work (jobs received by e-mail), and if needed in-house at the premises of STUK in Helsinki or at the Onkalo site in Olkiluoto Main deliverables will be written reviews, reports and documentation related to Posiva’s construction license application and R&D programme. Service documentation may consist of assessments, reports, literature surveys and other documentation. The experts are expected to be sound professionals in their field of expertise. Furthermore, external experts contracted by STUK shall be independent of Finnish power companies that are obliged to perform nuclear waste management, and of Posiva and Posiva’s partners in cooperation. The external support for nuclear waste management expertise is required in handling of Posiva’s construction license application for the final disposal of the spent nuclear fuel.
    Expertise needed concentrates in particular, for the years 2013 2015. The review and assessment work is emphasized mainly during first 2 years of the period mentioned.
    Scope of services
    Upon conclusion of the framework contract, STUK will procure the service at intervals and in quantities as it deems necessary, through placing of purchase orders with the subject single contractor.
    The framework contract does not include a minimum procurement obligation and does not grant the Service Provider with the exclusive right to sell the Service to STUK.

      III.2.1) Personal situation of economic operators, including requirements
      relating to enrolment on professional or trade registers

      as an economic operator and for the practice of the profession, if so
      required by the applicable law of the country of establishment:

      Tenderer has fulfilled obligations relating to the payment of taxes and
      other statutory payments (e.g. social security contributions, insurance),

      Tenderer’s economic and financial capacity shall be adequate in relation
      to size and quality of the service provision.
      There is no minimum turnover requirement. The capacity is evaluated based

      III.2.3) Technical capacity
      Information and formalities necessary for evaluating if the requirements
      are met:
      — Human and technical resources:
      The tenderer shall have sufficiently human resources (amount of personnel)
      and technical resources (the services will mainly be carried out as remote
      work) in order that the services can be produced without interruptions.
      — Evidence of professional ability.
      The tenderer must provide evidence of employing directly an expert or
      being readily capable of constituting or a team of experts capable of
      carrying out in a professional and timely manner the tasks that may be
      requested under the framework contract;
      For Lot 1, Safety Assessment, Key consultant, the STUK expects that one
      individual will be able to provide the overall expert services of the lot.
      In the case of other lots, a team of experts can be considered.
      The tenderer shall name in the tender the expert or team of experts that
      would carry out the expert tasks under the framework contract.
      The named expert(s) shall commit to deliver the ordered tasks within the
      deadlines.
      Experience, professional skills, quality of work and reliability shall be
      proven in relevant references and curricula vitae. The references and
      curricula vitae shall relate to the named expert(s).
      — Independence and impartiality.
      The expert(s) named in the tender shall be independent and impartial
      related to activities reviewed. A person who has participated in the
      planning or execution, or was otherwise involved in the activities related
      to Finnish nuclear waste disposal business during the last three (3) years
      before the deadline of the receipt of the tender, can not be accepted for
      providing services for STUK. That person shall not have been in
      assignments from Posiva, from Finnish power companies or the Swedish SKB,
      or from any direction with them or any other people acting in close
      co-operation / business with them, that they could compromise the
      independence and impartiality of the external expertise for STUK.
      The tender shall include documentation regarding the independence and
      impartiality of the named expert(s) performing the tasks.
      Independence and impartiality shall be documented and argued in the tender
      for each expert named in the tender.
      — Language skills:
      The service must be provided in the English language, that is:
      The language used in meetings, tasks and in communication and reporting
      shall be English. The service provider must be able to produce all written
      material of the service provision in English. Translation costs will not
      be accepted in any form. The person(s) listed in the tender, who will
      participate in the provision of the service, shall be able to communicate
      and be able to write and draft reports in English.
      — Availability:
      It shall be possible that the named expert(s) participates in meetings as
      requested by STUK.
      The key consultant (lot 1) shall be reachable in time frame of two days
      for tele conferences with STUK.
      — Quality Assurance:
      The tenderer is committed to quality assurance regarding the expert
      services to be provided to STUK:
      Please clarify the existing measures of quality assurance or the measures
      that will be implemented for the scope of this service provision;
      The measures should concern, for example, control mechanisms to guarantee
      the impartiality requirement, systems of customer satisfaction, processes
      of expert work, management of the service provision in general; how do you
      ensure the quality and continuous improvement of your service provision to
      STUK.
      You can provide a description and/or attach a quality assurance
      certificate drawn up by an independent body.
      Minimum level(s) of standards possibly required:
      The named expert(s) must have a sound professional experience and prior
      expertise in all areas specified in the description of the lot. Documented
      references must provide proof of sound professional experience. At least
      one (1) reference must be documented so that the eligibility can be
      evaluated.
      Educational background: Each expert shall have a degree of Master of
      Science or PhD or corresponding level.
