ANNOUCEMENT FOR INTERNATIONAL COMPETITION
 
REPUBLIC OF ALBANIA THE PARLIAMENT

INTERNATIONAL COMPETITION FOR THE  DESIGN OF THE NEW  PARLIAMENTARY COMPLEX OF THE REPUBLIC OF ALBANIA 

Tirana, October 2006

1. Organizing Institutions 

The Parliament of the Republic of Albania, announces the International competition of architecture  for the creation of the Design of the New Parliamentary Complex.   


2. Aim of the competition

The aim of the International competition for the Design of the New Parliamentary Complex is to select architectural, urban planning, and spatial ideas and solutions for the New Parliamentary Complex.
The competition aims to create the most functional design possible and deliver an optimal spatial and architectural solution, at a level commensurate with its function, for a dignified presentation of the new work in relation with its homologous institutions and to increase the caliber of the architecture and urban planning of the Capital, and especially its central axis. 
 

3. Participation

The International competition is open to architects and designers from all over the world, registered in the mandates, associations and professional registers of their respective states so that their ability to practice their profession of designer can be verified.  
Special designers, designer unions, and associations of designer studios that appoint a leader and a legal representative for their design team are also allowed to participate in the competition.   A designer cannot be member of more than one design team.

4. Type of competition

The competition includes a pre-selection phase, in accordance with  established  international rules regarding architecture Competitions.  The competition rules follow the provisions of the Recommendations for International Competitions in Architecture and Urban Planning.
 
The International Design COMPETITION shall take place as it follows :  

 • Preliminary phase, the Evaluation Committee shall select participants and create a shortlist of ten design studios,   based on the documents sent by the participants. The selection shall be based on experience with participation in comparable competitions and the design and realization of comparable objects.                                                                                       
 • In the first phase, eligible studios according to the shortlist, shall receive the necessary materials for the creation of their    design proposals.  The materialization of candidates’ ideas shall take place in the format of an extended design outline. The Competition Jury shall evaluate these designs and select the winning design.

5.   Evaluation criteria of the Competition 

The presented designs shall be evaluated by the Competition Committee based on the following main criteria:

1. Esthetic and architectural features of the Design, expressed throughout the entire structure of the building, the quality and layout of the distribution of spaces, the way in which the demands of the Design Task have been met. The maximum number of points allocated is 30 points.   
 2. Design features with regard to the revaluation of the construction site, the impact of the design in the urban structure and the link with existing buildings, the solution of the road system and entrances to the object, the system of open spaces. The maximum number of points allocated is 35 points.  
 3. Design features with regard to the flexibility of internal spaces and the extent to which they fulfill functional demands. The maximum number of points allocated is 10.  
 4. Construction and plant innovation, especially concerning the introduction of ecological technologies and materials and the control of administrative and maintenance costs, and the saving of energy. The maximum number of points allocated is 20.  
 5. Duration and costs of the completion of the work; the maximum number of points allocated is 5 points . 
In total, 100 points will be allocated.  


6.   Procedures and documentation  

Applications for participation in the Competition shall be accepted from 23 October 2006, until 22 Dicember 2006. Applications should be sent via mail, email, fax or directly to the Competition secretariat at the address included in Point no. 10.
 The applications should include the following information:

 1. A letter expressing the candidate’s interest to participate in the Competition. 
 2. Legal documents confirming the fulfillment of the established criteria for participation in the Competition. 
 3. A profile of the design studio 
 4. Resumes the main members of the design team.
 5. Proof of past participation in comparable Competitions.  
 6. Proof of prizes awarded, where applicable. 
 7. Catalogues or graphic materials and photographs of designs created by the design studio.     
 8. Bank statement and last year’s financial summary.

 7.  AWARDS

At the conclusion of the Competition, the International Competition Jury shall elect the three best designs and award the following prizes:  

 1. First Prize of 60, 000 Euros
 2. Second Prize of 30,000 Euros
 3. Third Prize of 15,000 Euros 

The other non-winning Designs of short-list shall receive recognition and shall be reimbursed for expenses with a value of up to 3,000 Euro.  


8.  The Composition of the Jury 

The Competition Jury shall be constituted by seven effective members and two reserve members.  5 members of Jury must be foreign architects, distinguished personalities of international architecture and the other 2 members distinguished architects from Albania.


9.  Competition Calendar.

• Publication of the announcement for expression of interest                             10 days

• Examination of applications and the creation of a shortlist                                20 days
• Announcement of the shortlist and the dispatch of documentation to the participants in the
  second phase                                                                                                    20days
