Other Information
1. The National Irrigation Administration (NIA), Regional Irrigation Office No.7, through the FY 2012 FSDE Project intends to apply the sum of Four Million Pesos (P 4,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Reformulation of Feasibility Study and Conduct of Detailed Design for Calunasan SRIP ( RIO-S-03-2012). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The National Irrigation Administration (NIA), Regional Irrigation Office No.7 now calls for the submission of eligibility documents for the review and formulation FS technical study, determination of the additional data needed for the detailed design, conduct of value engineering, undertake project analysis relative to climate change, undertake the detailed design of the reservoir dam and appurtenant structures and irrigation facilities, and prepare GFC plans and cost estimates. Interested consultants must submit their eligibility documents on or before May 3, 2012 at 9:00 A.M. at NIA Region 7 Office, Dao District, Tagbilaran City, Bohol, Philippines. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail- criterion.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4. The Procuring Entity shall evaluate bids using the Quality Based Evaluation Selection (QBE/QBS). The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
5. The contract shall be completed within 120 calendar days.
6. The National Irrigation Administration (NIA), Regional Irrigation Office No.7 reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
