      Airport Planning/Architect/Construction Engineering/Project Management Services for Airport Capital Improvement Projects using Federal Aviation Administration (FAA), Maryland Aviation Administration (MAA), and Passenger Facility Charges (PFC) Airport Improvement Program (AIP) project funding sources.

      AIRPORT PLANNING AND ENGINEERING CONSULTANT FIRMS
      The Wicomico County Purchasing Department, on behalf of the Wicomico County Airport Commission, is soliciting requests of qualifications until Thursday, May 31, 2012 at 2:00 p.m., from qualified and experienced firms to provide airport planning/architect construction engineering/project management services to be undertaken at the Salisbury-Ocean City: Wicomico Regional Airport (SBY), Maryland, over the next five (5) years.
      Work may include federal, state, and local funded airport capital improvement projects such as land acquisition, airfield paving, grading, drainage, lighting, environmental assessment permitting, construction management and inspections, Federal Aviation Administration (FAA) and Maryland Aviation Administration (MAA) grant applications, Passenger Facility Charges, Disadvantage Business Enterprise compliance and other general airport engineering consultant services and shall be subject to compliance with the requirements of the FAA, 49 CFR 23, 49 CFR 18 § 18.36 and 49 USC § 47107(a) 17, as amended, pertaining to procurement standards for grant programs.

      STANDARDS OF WORK:
      Professional Airport Planning/Architect/Construction Engineering/Project Management Services firm meeting the standards of FAA Advisory Circular 150/5100-14D, OMB Procurement Standards, the Maryland Department of Transportation, and Wicomico County Maryland.
      SCOPE OF SERVICES DESIRED:
      Professional Airport Planning/Architect/Construction Engineering/Project Management Services firm normally required for airport development projects as outlined in Chapter 1, § 1-4 and § 1-5 of FAA Advisory Circular 150/5100-14D.
      POLICY FOR SELECTION:
      As outlined in Chapter 2, § 2-6 of FAA Advisory Circular 150/5100-14D. It is the intension of the Wicomico County Airport Commission that it will procure a firm for several projects through one (1) procurement action in accordance with FAA Order 5100.38, Chapter 9.
      SELECTION CRITERIA:
      Firm shall use their form of written proposal. Selection criteria as outlined in Chapter 2, § 2-7 of FAA Advisory Circular 150/5100-14D
      SELECTION PROCEDURES:
      As outlined in Chapter 2, § 2-8 and § 2-10 of FAA Advisory Circular 150/5100-14D.
      NEGOTIATIONS:
      As outlined in Chapter 2 § 2-13 of FAA Advisory Circular 150/5100-14D.
      DELIVERY OF REQUEST FOR QUALIFICATIONS:
      No less than ten (10) copies of the written submittal should be submitted in a sealed envelope/box/container, which shall be marked clearly to indicate its contents. If the proposal is forwarded by mail, it should be sent to the attention of:
