    It is the intention of the authority to establish a Multiple Operator Framework Agreement (MOFA) which does not establish all the terms (Multiple Operator Framework Agreement stricto sensu) for the provision of composite design services. The authority intends to enter into such agreement with three operators, following initial tender competition, for the purpose of establishing the basis for the tendering and award of composite service contracts under subsequent mini competitions for projects as yet to be defined and/or approved during the period of the agreement. Composite services shall include: (A) Architecture:- The Architect will be the principle service providor, PSDP and team leader. The Composite team shall include the following Specialists: (SE) Structural/Civil Engineering:-.
    (M&E) Mechanical & Electrical.
    (QS) Quantity Surveying:-.

    Service provision will comprise full pre and post contract design, contract procurement, administration and cost control services to be carried out in accordance with Department of Education & Science Planning & Building Unit Design Team Procedures Third Edition, August 2007 (as revised) and the Department of Finance Guidelines for the Appraisal and Management of Capital Expenditure Proposals in the Public Sector, January 2005.
    Projects may comprise the refurbishment and extension of existing campus facilities for individual projects not to exceed €5.0m (excl VAT) works value. Works may include demolitions, façade replacement, reroofing, reorganisation of existing space, upgrading, DAC compliance, site works, infrastructure upgrades, drainage, external works, landscaping and other minor capital works.
