מכרז פומבי מס' ב-03/12
הזמנה להציע הצעות לניהול פרויקט לתכנון והקמה של מבנה ג'נרי 2 בקרית הלאום בירושלים

ממשלת ישראל בשם מדינת ישראל באמצעות אגף החשב הכללי במשרד האוצר - חטיבת הנכסים - מינהלת הקמת קריות ממשלה ובתי משפט (להלן: "המזמין"), פונה בהזמנות להציע הצעות למתן שירותי ניהול לפרויקטים אשר בדעתה ליזום ואשר עניינם תכנון, הקמה ותחזוקה של: בניין ג'נרי 2 בקרית הלאום, ירושלים (להלן: "הפרויקט").
הזוכה במכרז יעניק למזמין שירותי ניהול פרויקט, ליווי צמוד וייעוץ לפי הצורך, הכל בקשר לפרויקט וכמפורט במסמכי המכרז. כמו כן יעסיק המציע "יועצי צל", אשר יבקרו ויפקחו על עריכת ההתקשרות עם הזוכה ועל ביצוע הפרויקט על ידו.

במקביל למכרז זה מתפרסם מכרז נוסף באותו נושא לפרויקט אחר. מציע רשאי להגיש הצעה לשני המכרזים הנ"ל או לכל אחד מהם, לפי שיקול דעתו. ואולם, ככלל, לא יקבע מציע כזוכה בשני המכרזים הנ"ל ובמקרה, אשר בו – עפ"י הכללים האמורים במסמכי המכרז - מציע אמור להיקבע כזוכה בשני המכרזים, ייקבע אותו מציע כזוכה במכרז הקריה המחוזית בירושלים (ב-04/12) ושמו יגרע ממצבת המציעים במכרז ג'נרי 2 (ב-03/12) והכל, אלא אם ועדת המכרזים תחליט אחרת מנימוקים מיוחדים שירשמו.

התנאים המוקדמים :
רשאים להשתתף במכרז מציעים המקיימים אחר כל התנאים שלהלן :

1. מציע אשר הינו בעל ניסיון מוכח של לפחות עשר (10) שנים בניהול פרויקטים בהיקף גדול בתחום בניית בנייני משרדים או בניינים המשמשים לתעסוקה או מבני ציבור והוא העניק שירותי ניהול להקמתו של לפחות פרויקט אחד של הקמת מבני ציבור, כהגדרתו של מונח זה במסמכי המכרז, שבנייתו הושלמה ובשטח בנוי של מעל 20,000 מ"ר (שטח עיקרי ושירות, לא כולל חניה), כאשר הוא לפחות בן 6 קומות, (לא כולל חניה), והכל במהלך עשר (10) השנים האחרונות.

2. למציע מחזור הכנסות שנתי שמקורן בניהול פרויקטים בבניה בהיקף של שלושה (3) מליון ש"ח לפחות (לא כולל מע"מ), בכל אחת משלוש השנים האחרונות (דהיינו בשנים 2009, 2010, 2011).

3. המציע מעסיק, בדרך קבע, לפחות 8 מהנדסים ו/או אדריכלים, וזאת במהלך שלוש השנים האחרונות (דהיינו החל משנת 2009).

4. למציע צוות הנדסי קבוע – שיעמוד לרשות הפרויקט – כמפורט להלן, אשר כל יחידיו עומדים בדרישות להלן:

            4.1 מנהל פרויקט – מהנדס בנין או אדריכל בעל ותק של לפחות 10 שנים וניסיון מוכח בארץ, אשר ניהל לפחות פרויקט אחד של מבנה ציבור (כהגדרתו של מונח זה במסמכי המכרז) בן 6 קומות לפחות, ובשטח בנוי של מעל 20,000 מ"ר לפחות (עיקרי ושרות ללא חניה) שבנייתו הושלמה.

            4.2 אחראי ניהול ותאום התכנון - מהנדס בנין או אדריכל בעל ותק של לפחות 10 שנים וניסיון מוכח בארץ בניהול תכנון ותאום תכנון בפרויקט/ים של הקמת מבני ציבור (כהגדרתו של מונח זה במסמכי המכרז) כאשר אחד מהם לפחות הינו בן 6 קומות, לפחות, ובשטח בנוי של מעל 20,000 מ"ר (עיקרי ושרות ללא חניה) ושבנייתו הושלמה.

            4.3 מומחה מערכות – מהנדס מערכות בנין בעל ותק של לפחות 10 שנים וניסיון מוכח בארץ בפיקוח תאום תכנון ופיקוח מערכות בבניינים (חשמל, מ"א, תברואה, תקשורת, מעליות וכו') בפרויקט/ים של מבני ציבור (כהגדרתו של מונח זה במסמכי המכרז) כאשר אחד מהם לפחות הינו בן 6 קומות לפחות, בשטח בנוי של מעל 20,000 מ"ר (עיקרי ושרות ללא חניה) ושבנייתו הושלמה.

5. המציע מנהל ספרים כנדרש עפ"י כל דין ולפי חוק עסקאות גופים ציבוריים (אכיפת ניהול חשבונות ותשלום חובות מס), התשל"ז – 1976 והמציא תצהיר על תשלום שכר מינימום והעסקת עובדים זרים כדין, בנוסח נספח א'(3).

6. המציע צירף להצעתו תצהיר בדבר שמירת זכויות עובדים, כנדרש במסמכי המכרז.

7. המציע צירף להצעתו אישור בדבר היותו "עסק חי", כנדרש במסמכי המכרז.

8. המציע צירף להצעתו תצהיר בדבר אי תיאום הצעות במכרז, כנדרש במסמכי המכרז.

9. המציע צירף להצעתו אישור על העדר חובות לפי חוק החברות או פקודת השותפויות.

10. על המציע להיות אישיות משפטית אחת (חברה, שותפות רשומה וכו') ולא תותר הגשת הצעה על ידי מספר חברות ו/או שותפויות ו/או תאגידים ו/או יחידים או כל הרכב אחר של "מציעים במשותף".

ערבות מכרז:
המציע יצרף להצעתו ערבות אוטונומית, בלתי מותנית בסך של 100,000 ₪ (מאה אלף ₪). ערבות זו תהא בתוקף עד יום 4.10.2012 ותיערך בנוסח הערבות המצורף למסמכי המכרז.

הערבות תהיה ערבות בנקאית או של חברת ביטוח ישראלית שברשותה רישיון לעסוק בביטוח ע"פ חוק הפיקוח על עסקי הביטוח, התשמ"א-1981.

כללי :

1. ניתן לעיין בחוברות המכרז באתר האינטרנט של מינהל הרכש הממשלתי בכתובת:
http://www.mr.gov.il .

2. הגשת הצעות תבוצע אך ורק על בסיס ועל גבי חוברת המכרז אשר תינתן במשרדי חברת סי.פי.אם בע"מ, רח' החשמונאים 100, קומה 8 תל-אביב. טל' 03-5686555 בימים ובשעות העבודה המקובלים.

3. קבלת חוברות המכרז תהא כנגד קבלה מבנק הדואר על תשלום דמי הפקת המכרז, בסך 1000 ₪ (לזכות בנק הדואר – סניף ראשי ירושלים - ח-ן מס' 09 – 001 – 250922 עבור משרד האוצר), (סכום אשר לא יוחזר בכל מקרה), ומסירת שם הרוכש, כתובת, מס' טלפון, מס' פקסימיליה ושם נציג המציע בהליכי המכרז. תשלום כאמור ידרש בגין כל מכרז בנפרד.

4. את ההצעות יש להגיש, באופן המפורט במסמכי המכרז, בתיבת המכרזים המיועדת לכך במשרד האוצר, רח' קפלן 1, ירושלים, בארכיב החשב הכללי, קומה 3 - חדר 397.

5. כל אחד מהמציעים רשאי לפנות לנציג המזמין, מר יאיר ארצי מחברת סי.פי.אם ניהול בניה בע"מ (טלפון 03-5686555 פקס. 03-5686536) בשאלות הבהרה בכתב, וככל שימצא המזמין לנכון, תיעננה שאלות אלה בכתב בסמוך לאחר מכן.

6. המועד האחרון להגשת הצעות הינו 4.6.2012 בשעה 12:00 בצהריים. הצעה שלא תימצא בתיבת המכרזים בכתובת הרשומה לעיל, ביום ובשעה האמורים - מכל סיבה שהיא - לא תידון.

7. בחירת הזוכים תיעשה עפ"י קריטריונים של איכות ומחיר, כמפורט במסמכי המכרז (בכפוף לאמור לעיל ובמסמכי המכרז לעניין בחירת זוכה בשני המכרזים).

8. בנסיבותיו המיוחדות של מכרז זה שומר המזמין לעצמו את הזכות לנהל משא ומתן עם מי מבין המשתתפים במכרז.
