    Midland Heart Limited for itself and on behalf of Midland Heart Development Limited and on behalf of any other of its subsidiaries and/or group companies and each one in its capacity as a central purchasing body for their present and future development partners and/or other organisations providing or managing social housing in and around the central regions of England (the Authority) is seeking expressions of interest from suitably experienced and qualified contractors in order to establish a series of single supplier contractor framework agreements linked via a strategic agreement for the detailed design, construction, completion and commissioning of mixed use housing developments and potentially extra care schemes.
    The works to be undertaken are focused particularly in the geographic locations of the West Midlands and East Midlands in general. For the purposes of this advertisement, the geographic areas have been identified as either West Midlands or East Midlands.
    Work under the framework arrangement may also include the development of related community facilities, commercial facilities or individual projects and associated infrastructure work. This series of framework agreements will apply to a framework banding according to geographic regions and anticipated values of project scheme values.
    The anticipated initial framework bandings are as follows: 1. (Lot A) Scheme value up to £6 000 000 (West and East Midlands).
    2. (Lot B) Scheme value in excess of £6 000 000 (West and East Midlands).
    In relation to the series of single contractor framework agreements, it is anticipated that there will be four (6) contractors in respect of each of the West Midlands and East Midlands framework bandings for schemes up to £6 000 000 with six (6) contractors in respect of each of the framework bandings for schemes in excess of £6 000 000.
    Contractors are permitted to be appointed to more than one framework banding.
    Contractors will need to be experienced in partnering methods of procurement in relation to affordable housing schemes, working collaboratively with local residents and tenants and developing homes for rent and/or sale(including on a share equity basis). High standards of construction will be expected and contractors will need to be able to demonstrate experience of using modern methods of construction or equivalent standards.
    The works under the framework agreements will cover the Authority's development programmes and projects across the Midlands of England and the anticipated aggregate value of all individual projects across all framework arrangements is up to approximately 250 000 000 GBP.The framework agreements will be for a duration of four years from the date of appointment to the framework agreement, although contractors should note that call lots under the framework agreements may naturally extend beyond this period, depending on the duration of the relevant construction timetables.

      Objective criteria for choosing the limited number of candidates: The
      objective criteria will be based one valuation and scoring of each

      operators expressing their interest exceeds the envisaged number of
