      SECTION II: OBJECT OF THE DESIGN CONTEST/DESCRIPTION OF THE PROJECT

      II.1) DESCRIPTION

      II.1.1) Title attributed to the design contest/project by the contracting authority/entity: UK-Manchester: St Peters Square design competition.

      SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION

      III.1) CRITERIA FOR THE SELECTION OF PARTICIPANTS: The design contest will be a two stage process. The Council will initially conduct a pre-qualification exercise to identify a maximum of 6 bidders to be invited to bid in the design contest and applicants are required to complete and submit a pre-qualification questionnaire (PQQ) by way of expression of interest. The PQQ is available from the e-procurement portal known as the CHEST at the following website address: https://www.thechest.nwce.gov.uk/procontract/supplier.nsf/ frm_home?openForm. Applicants must register their details and follow the instructions. The PQQ contains an Information Memorandum giving an overview of the design contest and the Council's requirements. It is anticipated a maximum of the top 6 scoring applicants in the pre-qualification exercise will be invited to bid.

      III.2) PARTICIPATION IS RESERVED TO A PARTICULAR PROFESSION: No.
      SECTION IV: PROCEDURE

      IV.1) TYPE OF CONTEST: Restricted. Envisaged number of participants: 6.

      IV.3) CRITERIA TO BE APPLIED IN THE EVALUATION OF PROJECTS: A Technical Team will carry out a technical evaluation of the submissions. The results from the technical evaluation will be passed onto the Competition Panel who will be responsible for judging the bidders' design proposals and making an independent recommendation on the selection of the successful bidder. The selection will be made on the basis of the criteria as set out in the invitation to submit proposals documentation supplied to the applicants invited to bid.

      IV.4) ADMINISTRATIVE INFORMATION

      IV.4.3) Time-limit for receipt of projects or requests to participate: 23.2.2010 - 19:00.

      IV.5.1) A prize/prizes will be awarded: No.

      IV.5.2) Details of payments to all participants: A sum of GBP 7 500 (seven thousand five hundred pounds) will be paid to each applicant that is invited to bid and subsequently submits a compliant bid.

      IV.5.3) Follow-up contracts: Yes. Any service contract following the contest will be awarded to the winner or one of the winners of the contest.

      IV.5.4) The decision of the jury is binding on the contracting authority/entity: No.
      SECTION VI: COMPLEMENTARY INFORMATION

      VI.1) DESIGN CONTEST RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU FUNDS: No.

      VI.2) ADDITIONAL INFORMATION: It is anticipated that a design services contract will be awarded to the winner of the design contest. The total construction budget set for the project estimated to be in the region of 20 000 000 GBP. Interested parties must submit a PQQ by way of expression of interest. The Council is using the e-procurement portal known as THE CHEST. Applicants will need to register their details at the following link https://www.thechest.nwce.gov.uk/procontract/supplier.nsf/ frm_home?openForm. Once registered, applicants will be emailed a log-in and password which will allow applicants to gain access to the PQQ. Applicants will need to electronically submit the completed PQQ and accompanying documentation via the CHEST on-line portal by no later 19:00 on 23.2.2010, as referred to in IV.3.4. Any clarification queries will also need to be submitted via the Chest website. Applications may not be submitted by e-mail or fax. Competition entries must be in English. The Council will hold a supplier's briefing on 3.2.2010 at 1000 hours in the Great Hall, Town Hall, Manchester City Council, Manchester UK. Details of how to register for the briefing are included with the PQQ documentation. GO reference: GO 10012112/01.
