The City of Kelowna wishes to engage a qualified Consultant to provide Preliminary design
services for the construction of new and renovation of the existing Combined Operations
Building (COB) campus at Kelowna International Airport (YLW). The proponent shall have
previous airport experience in the design of airport Combined Operations Buildings. The design
shall include the provision of services for architectural, structural, mechanical, electrical and civil
disciplines. Specific services will include conducting stakeholder engagement meetings in the
preparation of plans, specifications, phasing and supporting documents for Preliminary design.
The City of Kelowna owns, operates and maintains YLW, including all public facilities and
associated land. While experiencing unprecedented growth, YLW continues to offer
outstanding customer service to more than 1.7 million passengers and well over 74,000 annual
aircraft arrivals and departures. In order to maintain an efficient, high level of service to its
clients, YLW is required to operate sophisticated equipment for both emergency response and
maintenance activities.
The Combined Operations Building campus is a facility used to accommodate the Airport
Operations Team and includes: Airport Operations Specialist/Firefighters, Mechanics,
Management along with the equipment they operate (aircraft rescue & fire fighting vehicles,
snow removal equipment, light duty vehicles, general maintenance vehicles).
