      The People Republic of Bangladesh (GOB) has received a credit from International Development Association (the Bank) in an amount equivalent to approximately 29.29 million US$ towards the cost of the Northern Areas ReductionofPoverty Initiative: Women Economic Empowerment (NARI) Project, and intends to apply part of the proceeds to eligible payments under this contract as mentioned above.

      Bangladesh Export Processing Zone Authority (BEPZA), being the executing agency for the project, will build training centers for monga prone poverty striken women from north Bengal at earmarked areas in Dhaka EPZ, Ganakbari, Ashuli Savar, Ishwardi EPZ, Paksey, Pabna and Karnaphuli EPZ, North Patenga, Chittagong. In each training center shall consist of one training complex (about 2985.0 square meters, two storied with four storied foundation) and two similar dormitory buildings (about 12160.0 square meters, four storied having foundation for six storied) along with related infrastructure. BEPZA has already prepared final architectural drawings and structural & electormechanical designs and drawings including the cost estimates, draft tender documents etc. by competent consulting firm. These documents will be followed during construction and are available in BEPZA office.

      The objectives of this consultancy service are to assist BEPZA to implement the project and to ensure: i) high standard of quality assurance in the execution of the works; ii) completion of the works within the stipulated time limit; it is stressed that the time period should be strictly adhered to and the Consultant shall have the complete responsibility for the timely completion of the work; iii) comprehensive supervision of the project implementation activities carried out by the Contractor to ensure complete compliance with the drawings, technical specifications and various requirement of the contract documents; iv) the efficient construction supervision by personnel who are experienced in modern methods of construction supervision and contract management; v) the application of reasonable and consistent design, construction and contractual resolutions for the construction contracts; and vi) to provide expert advice and assistance to Bangladesh Export Processing Zone Authority for the management of the implementation activities to be carried out under the proposed project packages.

      The services will include, but not limited to, preparation of detailing of the design, if necessary; construction supervision; project management support including preparation of final bidding documents, supporting procurement processing, monitoring & evaluation etc. Details of assignments are furnished in the Terms of Reference (TOR). Interested consulting firm(s) may obtain TOR and further information from the office of the Member (Finance), BEPZA as well as in the BEPZA official website: http://www.epzbangladesh.org.bd. The notice of request for EOI is also available in CPTU official website: www.cptu.gov.bd.

      BEPZA now invites eligible consulting firm(s) to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (such as: brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The financial capability should be shown as "Financial Turn Over" supported by audited financial reports for the last five years.

      The consulting firm(s)/consortia should have internationally acclaimed engineering or relevant professional experience and encouraged to have association with qualified local consulting firm(s) of Bangladesh. The form association, if any, should be clearly indicated either "joint venture" or "subconsultancy"; and all members should have well defined inputs to the assignment. In the case of jointventure, all firms/entities shall be jointly and severally liable for the entire consultant obligations under the contract. In case of subconsultancy, the lead firm shall sign the contract and shall be liable for the entire consultant obligations under the contract. It is preferable to limit the total number of firms including the lead firm to maximum of four.

      The EOIs would be reviewed on the basis of the following aspects to prepare a short list: i) Registration of the firm, ii) Age of the firm in relevant business, iii) Availability of key professionals, iv) Availability of resources, v) Turnover of the consulting firm, vi) Experience of the firm in similar tasks, vii) Experience of the firm in other relevant tasks, and viii) Availability of support services. The consultant will be selected based on the Quality and Cost Based Selection (QCBS) method in accordance with the procedures set out in the World Bank "Guidelines: Selection and Employment of Consultants by World Bank Borrowers" dated: January 2011".
