II.2.4)Description of the procurement:
The City of Vantaa is organising, together with private landowners, an open international ideas competition for the design of urban blocks in the Aviapolis area in the city district of Veromies. Housing, workplaces, green areas as well as public and private services are planned for the competition area.
The objective of the architecture competition is to generate an ideas-level plan that will form the basis for the land use and detailed planning of the area, support the Aviapolis vision and create a unique urban identity for the area.
The organisers of the competition are the City of Vantaa together with the private landowners YIT Rakennus Oy, Kiinteistö Oy Rälssitie 16, Kiinteistö Oy Vantaan Paavontalo, L-House Oy and DBC Systems Oy. The competition is being arranged in cooperation with the Finnish Association of Architects (SAFA).

The competition jury will assess the proposals from the following aspects, emphasising innovation, uniqueness as well as development potential and viability:
— The area's image, identity and cityscape.
— The overall architectural approach and urban structure,
— The synergistic and community-creating design solutions for the urban blocks and building types,
— Solutions for the traffic, parking, exterior spaces and management of stormwater,
— Solutions that support the objectives of regional sustainability as well as the Smart & Clean objectives,
The merits of the above-mentioned aspects are considered more important than the faultlessness of details.
Furthermore, in the assessment the viability of the proposals will be taken into consideration, as well as how the proposal can be further developed without the basic design concept suffering significantly.

Competitors have the right to put forward questions concerning the competition brief and to ask for additional clarifications during the competition period. Submitted questions should be marked with a pseudonym and sent by email to the competition secretary: MjIwWVFeYlUaX01iW1hNVVpRWixVX18aUlU= The email subject line should read: ‘Aviapolis Urban Blocks’.
Questions should arrive at the latest by 12:00 on 1.3.2017.
The questions and the jury's responses to them will be published on the competition website no later than 14.3.2017.
A competition seminar open to everyone will be held on 26.1.2017 at Technopolis Aviapolis, at the address: Teknobulevardi 3-5, 01530 Vantaa.
In the seminar the competition brief and its appendixes will be presented and the competitors will be given the opportunity to ask more specific questions. Following the presentations, there will be an opportunity to tour the competition site. The seminar presentation material will be made available on the competition webpage.
